Notice description

The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), is conducting an Industry Day on 2 September 2026 to seek feedback from potential contractors on the Delaware Avenue Revetment CAP Section 14 Project in Cape May, NJ. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. This is a Special Notice and is for planning purposes only as defined by Revolutionary FAR Overhaul (RFO) 15.101. This is not a solicitation announcement, nor is it an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). No solicitation is currently published. Participation in this conference by any party does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Government is not responsible for any costs associated with reviewing the Draft Documents, preparing and submitting comments, or any other efforts towards participation in this conference. Furthermore, the Government is not obligated to compensate respondents for any information received, even if the Draft Documents are revised as a result of a respondent's comment or question. Respondents should refrain from providing proprietary information in the course of the conference, since any information acquired by the Government in this forum will not be treated as proprietary. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided or published. The purpose of the project is to manage the risk of on-going shoreline erosion along Delaware Avenue which is threatening the integrity of the road and a sanitary sewer utility line (8-inch force main) that runs along the northern right-of-way of the road, approximately 4 feet under the surface. The least cost alternative and selected plan identified in the feasibility study involves the removal of approximately 8,400 cubic yards (CY) of existing rubble (sand, rock, concrete and paving debris) along the shoreline and the placement of approximately 3,000 CY of rip-rap. Once the rip-rap is placed, the water ward side of the structure will be backfilled with approximately 5,000 CY of sand and planted with native wetland vegetation. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990, Other Heavy and Civil Engineering Construction. Small Business size is $45.0M. The magnitude of this project is between $5,000,000 and $15,000,000. Figures on this page are computed from public federal award records. Numbers are never estimated or generated; where a figure is withheld, the reason is stated rather than filled in.

Comparable awards are scored on benchmark category, product and service code, industry code, buyer, place, recency, and contract type. Rubric version comparables@2026.08.1.

  1. 1Notice fields come from the SAM.gov contract opportunities record last seen Sep 5, 2026. SAM.gov remains authoritative.
  2. 2Computed from 50 completed federal awards using comparables@2026.08.1, as of Aug 23, 2026. Award values are neither unit prices nor a forecast.

Note 1 covers the solicitation record; note 2 covers the comparable range. No synthetic FAQ or inferred solicitation value is published.
