THIS IS NOT A REQUEST FOR BID PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Laura Slauter) for receipt by close of business (2 p.m. local Denver time) on August 17, 2026. (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firms capability to bond for a single project of $20 million, and your firms aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the UT NP ARCH 100(2), Bridges on Delicate Arch Road project in which you performed Reconstruction (4R), design and construct 100 span concrete bridges, embankment construction, asphalt concrete paving, asphalt, concrete curb, rolled erosion control product, drilled shaft, and temporary traffic control. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT DESCRIPTION: Delicate Arch Road (DAR) is within Arches National Park (Park) and provides access to Delicate Arch. DAR is a functional class 1 roadway (Principal Park Road) and is heavily traveled by visitors and often congested during periods with moderate-to-high levels of visitation. DAR crosses three low-gradient ephemeral washes (Salt Valley Wash, Salt Wash, and Winter Camp Wash) near their confluence in the Salt Wash Basin downstream of Wolfe Ranch. Culverts installed during original road construction in the mid-1990s and during subsequent upgrades are inadequate to allow unobstructed stream flow and sediment transport downstream. This existing condition produces flooding and sediment deposition, which creates unsafe conditions for visitors, triggers road closures, potentially strands Park visitors, diminishes visitor experience of the Park, and generates high operational costs associated with traffic management, visitor safety, and cleanup operations. SCOPE OF THE WORK: This project will be designated as Reconstruction (4R) with one segment of restoration (3R), and will design and construct 100 span concrete bridges at the Salt Valley Wash, Salt Wash, and Winter Camp Wash. The roadway profile at each Wash will be raised to accommodate a 10-year design frequency and allow a medium-sized excavator to access each wash. The DAR will be realigned at the Salt Valley wash, moving the roadway and new bridge location to the north of the existing roadway and drainage crossing. The remaining 3R sections of the roadway will receive full depth reclamation (FDR) or removal of pavement, including all parking areas, followed by a 4-inch pavement overlay.
