BOTTOM LINE UP FRONT (BLUF) The Department of the Air Force, specifically the 78th Civil Engineer Group (78 CEG) at Robins Air Force Base (AFB), Georgia, is publishing this Umbrella Program Notice to announce the establishment of the Robins Agile Practices for Infrastructure Development (RAPID) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. � 2808a, RAPID seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience. 2. PROGRAM STRUCTURE & TIMELINE Rather than a single, one-off project solicitation, this Notice establishes the RAPID Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella. Each independent AOI will outline: The specific facility construction, repair, or modernization project requirements. The exact response date, time, and instructions for submitting Solution Briefs. The collaborative delivery model designated for that project, such as Progressive Design-Build (PDB) utilizing open-book Guaranteed Maximum Price (GMP) pricing, or Build-Only (BO) commercial delivery.
