St. Elizabeths Gate 7 Parking Garage Construction Services Sources Sought Notice This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the following proposed procurement. The U.S. General Services Administration (GSA), Public Buildings Service Capital Projects Division is seeking information on technically capable, and otherwise responsible, general contractors for the anticipated solicitation. Executive Summary The U.S. General Services Administration is conducting market research to determine: (1) whether there are adequate Small Business, HUBZone small business, Women-Owned small business, Service-Disabled Veteran-Owned small business, or other socioeconomic category contractors capable of performing the construction services for the requirement described herein; (2) whether adequate competition exists to support a potential set-aside or other small business acquisition strategy; and (3) whether there are qualified construction contractors, including large and small businesses, capable of performing the project within the required schedule, security, technical, and performance constraints. GSA is seeking responses from all qualified and interested sources, both large and small businesses, capable of providing construction services for the new Gate 7 Parking Garage at the St. Elizabeths West Campus in Washington, DC. The project will be procured as a Design-Bid-Build construction project. The design is being completed separately by GSA�s Architect of Record, ZGF. The construction solicitation will be based on Issued for Construction drawings, specifications, and related contract documents. AECOM is providing Construction Management and Construction Administration support to GSA. This Sources Sought Notice is intended to identify firms with the experience, bonding capacity, staffing, management capability, technical expertise, and past performance necessary to construct a major parking facility within an active, high-security Federal campus and National Historic Landmark. The anticipated construction scope includes, but is not limited to, site development, grading, excavation, utility relocations and connections, foundations, retaining walls, parking garage structure, associated surface parking, mechanically ventilated parking garage systems, classical brick fa�ade and exterior envelope with openings, elevators, fire protection, fire alarm, electrical, mechanical, plumbing, IT, telecommunications, electronic security, access control, closed-circuit television system, parking guidance, vehicle barriers, gates, bollards, credentialing and screening-related infrastructure, stormwater management, erosion and sediment control, landscaping, site lighting, signage, testing, inspections, commissioning support, training, as-built documentation, warranties, and closeout services. [Construction will require careful coordination with ongoing campus operations, controlled site access, badging, escorting, delivery screening, limited staging and contractor parking, existing utilities, shuttle operations, adjacent occupied facilities, and protection of historic and environmental resources. Any resultant contract shall adhere to applicable GSA requirements, including the 2025 PBS Core Building Standards, applicable Building Information Modeling, COBie, PBS CAD, safety, security, sustainability, stormwater, commissioning, and closeout requirements, as well as applicable DHS campus security and operational requirements. Period of Performance: The anticipated construction duration is approximately eighteen (18) months from construction Notice to Proceed. Project Funding: The estimated cost of construction ranges from $120 million to $140 million for the base contract. Size Standard: The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45 million in average annual receipts. All interested parties may submit to the Contracting Officer a written Letter of Interest, including a Capability Statement addressing the information requested below. Responses shall not exceed five (5) single-sided pages in Portable Document Format (PDF), unless otherwise stated in this notice. Additional pages will not be considered. All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Government will use this information to assess industry capability, small business availability, acquisition strategy, and firms� ability to perform this project. Response Information: Interested firms shall provide a written Letter of Interest and Capability Statement addressing the information below. Responses shall not exceed five (5) single-sided pages in PDF format, unless otherwise stated by the Government. Additional pages may not be reviewed. 1. Provide the name of your company, Unique Entity ID from SAM.gov, address, and point of contact, including telephone number and email address. 2. Confirm whether your company has an active registration in the System for Award Management at www.sam.gov. 3. Identify your firm�s business size under NAICS code 236220, Commercial and Institutional Building Construction. In addition to business size, identify any socioeconomic designations applicable to your firm, including but not limited to: ? 8(a) ? Small Disadvantaged Business ? HUBZone Small Business ? Service-Disabled Veteran-Owned Small Business ? Veteran-Owned Small Business ? Women-Owned Small Business 4. Describe your company�s capability to perform a construction contract of this magnitude and complexity as a prime contractor. Include a brief description of three (3) projects of similar scope, size, complexity, and duration completed within the past ten (10) years. Projects should demonstrate experience with construction of structured parking facilities, comparable multi-level structures, secure fFederal or institutional campus construction, or similar complex construction projects. * For each project, include: ? Project name and location ? Owner/customer name and current point of contact, including phone number and email address ? Contract type and delivery method ? Whether your firm performed as prime contractor, joint venture member, or subcontractor ? Final construction value ? Project size, including gross square footage and/or parking capacity, if applicable ? Brief description of project scope ? Relevance to the Gate 7 Parking Garage project ? Timeliness of performance, including original and actual completion dates ? Safety performance and quality performance, if available 5. Work performed solely as a subcontractor may be identified but may not be considered sufficient evidence of capability to perform successfully as the prime/general contractor. 6. Describe your firm�s experience constructing parking garages or comparable structures that include mechanical ventilation systems, electrical systems, fire protection, fire alarm, life safety systems, elevators, security systems, and site infrastructure. 7. Describe your firm�s experience constructing masonry, brick fa�ade, or other durable exterior envelope systems on large construction projects. Include experience with fa�ade mockups, envelope quality control, waterproofing, flashings, sealants, louvers or openings, and coordination with structural and mechanical systems. 8. Describe your firm�s experience working within active, occupied, secure, or restricted-access campuses, including fFederal campuses, military installations, correctional facilities, airports, laboratories, courthouses, or similar controlled environments. Address experience with badging, escorts, security screening, controlled deliveries, limited staging, and maintaining ongoing operations during construction. 9. Describe your firm�s experience performing construction on or adjacent to historic properties, National Historic Landmarks, historic campuses, or sites with sensitive cultural or landscape resources. Address how your firm protects existing historic resources during construction. 10. Describe your firm�s experience with sitework, utility coordination, stormwater management, erosion and sediment control, and environmental protection on constrained or operational sites. 11. Provide evidence of your company�s bonding capability, including the ability to bond a single project of at least $150 million. Also provide evidence of your company�s aggregate bonding capacity. Bonding information may be provided in the form of a letter from your surety or bonding agent. 12. If your company is or will be part of a joint venture, identify the joint venture members, the business size of each member, each member�s anticipated role, and whether the joint venture is currently established or anticipated to be established for this procurement. 13. If your company is responding from outside the geographic location of the work, provide a brief narrative describing how your firm would perform the work in Washington, DC, at a fair and reasonable price to the Government. Address local subcontractor outreach, workforce availability, site supervision, logistics, travel, and management of work within the National Capital Region. 14. Describe your firm�s approach to meeting small business subcontracting goals on a project of this magnitude and complexity. Identify types of subcontracting opportunities that may be suitable for small business participation. 15. Please provide any other information that you believe is pertinent to the Government�s market research for this requirement, including recommendations regarding acquisition strategy, procurement schedule, long-lead items, construction phasing, site logistics, bonding, subcontractor availability, or market conditions. RESPONSE DUE DATE AND SUBMISSION INSTRUCTIONS Responses to this Request for Information/Sources Sought Notice are due no later than Friday, September 11, 2026, by 2 PM EDST via email to the GSA Contracting Officer Raymond J Porter at raymondj.porter@gsa.gov. Responses to this RFI/Sources Sought Notice will be used for market research and planning purposes only and do not constitute an offer.
