General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for the Horlick Dam Removal on the Root River at River Mile 5.3 in Racine, Wisconsin. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with RFO FAR 15.101(c), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: Under the proposed Contract, the contractor will be required to provide the following construction services: The project consists of the controlled removal of Horlick Dam on the Root River at River Mile 5.3 in Racine, Wisconsin. The work includes the gradual drawdown of the impoundment through the staged removal of the existing stop logs, demolition and removal of the dam structure, and stabilization of the downstream retaining wall using riprap. The objective of the project is to safely remove the existing hydraulic structure, restore natural river flow through the project area, and provide a stable downstream channel following dam removal. The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the work in accordance with the contract drawings, specifications, and applicable permits. The Contractor shall develop and implement a controlled reservoir drawdown plan, monitor site conditions throughout the drawdown period, demolish and remove the existing dam structure, transport and dispose of demolition materials, and install riprap stabilization along the downstream retaining wall as specified. Temporary flow management, erosion and sediment control, and protection of adjacent infrastructure shall be provided for the duration of construction. The Contractor shall demonstrate experience performing hydraulic structure demolition, controlled reservoir drawdowns, in-water construction, and heavy civil construction activities. The Contractor shall also demonstrate the capability to safely execute the work while complying with all applicable federal, state, and local environmental regulations and permit requirements. Estimated Performance Period: 365 calendar days Estimated Cost: Between $1,000,000.00 and $5,000,000.00 Estimated Solicitation: February 2027 Estimated Award: April 2027. Please include in the subject line of the email �Sources Sought Notice of PANGLR - 030514 Horlick Dam Removal and Root River Restoration. This Agency requests that interested contractors to submit the following: 1. Identification and verification of the company small business status. 2. Contractors Unique Entity Identifier (UEI) and CAGE Code(s). 3. In consideration of North American Industry Classification System (NAICS) code 237990 with a small business size in dollars of $45M, which of the following small business categories is your business classified under, if any? Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Small Business 4. Documentation from the firms bonding company showing current single and aggregate performance and payment bond limits. 5. Descriptions of Experience �Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.
