Mission Partner Environment (MPE) Operations, Maintenance and Sustainment (OM&S)

This will be the contract opportunity posting where the Draft RFP, Pre-Solicitation Notice, Solicitation (and possible amendments), Award notice, etc. will be posted for the Mission Partner Environment Operations, Maintenance, and Sustainment acquisition. For your information, the contract opportunity under Notice ID CDM-2020-1 was used for market research and updates to industry during the course of the market research. Pre-Solicitation Conference Information Contractors responding are placed on notice that participation in the pre-solicitation conference may not ensure participation in future solicitations or contract awards. No reimbursement shall be made for any costs associated with attendance or providing information in response to this announcement or for any follow up information requests. This is not a solicitation for proposals; no contract shall be awarded from this announcement. Nothing shall be construed herein to commit or obligate the Government to further action as a result of participation in the pre-solicitation conference. PURPOSE/DESCRIPTION 1. The purpose of the pre-solicitation conference is to brief industry on the upcoming request for proposal for the Mission Partner Environment Operations Maintenance, and Sustainment acquisition. 2. The pre-solicitation conference will be virtual on Microsoft Teams. 3. There will be a main session of the conference that will start on 30 Aug 2023 at 8:00am Eastern Daylight Time (EDT). After the main session on 30 Aug 2023 (same day), offerors that plan to propose as a prime contractor may have the opportunity for a one-on-one session with the Government for up to 30 minutes (at a time to be provided by the Contracting Officer � see bullet 4 below). The prime contractor may have any subcontractors or teaming partners attend the one-on-one session. 4. During the pre-solicitation conference (main and one-on-one), attendees may ask questions. However, verbal answers will not be binding on the Government. After the conference, attendees will have a period of time to send written questions to the contracting officer. The Government will answer written questions and the answers will be posted on the System for Award Management (SAM) at www.sam.gov. INSTRUCTIONS 1. If your company desires to attend the main session of the pre-solicitation conference, provide an email to the Contracting Officer (email below) stating the names and titles of the individuals who will be representing your company. Put the subject line of the email as �Company Name - MPE OM&S Pre-Solicitation Conference Registration Request.� 2. If your company plans to propose as a prime contractor and desires a one-on-one session with the Government, include this request in the body of the above email. 3. The deadline to register for the main session and/or one-on-one session is 25 Aug 2023 at 4:00pm EDT. 4. The contracting officer will acknowledge your request with an email reply and provide the Teams link for the main session. If your company is a prime and requesting a one-on-one session, the contracting officer will also provide a link to the one-on-one session along with the session time. 5. If you company has any written questions, input them into the Microsoft Excel form, titled �MPE OMS Written Questions Form,� (attached to this notice) and email the questions to Contracting Officer (email below). Put in the subject line of the email as �Company Name � MPE OM&S Pre-Solicitation Conference Questions.� The deadline for written questions after the conference will be 5 Sep 2023 at 4:00 pm EDT. All questions and answers will be sanitized to avoid revealing the identity of the submitting offeror. All questions and answers will be posted on the SAM. 5.
