Eielson Air Force Base (EAFB) requires a comprehensive baseline assessment, inventory, and engineering design to support a total modernization and expansion of the Vindicator Intrusion Detection System (IDS) and Access Control System (ACS) infrastructure along with EAFB's associated Geographically Separated Units (GSUs). The contractor shall deliver an executable blueprint and finalized Bill of Materials (BOM) required to execute the full system overhaul in FY27. The contractor shall produce a fully executable, 100% Installation Design Plan (IDP) and requirements package. The design shall engineer the replacement of legacy equipment with a modern V6-based system, scope the expansion of the IDS, transition network pathways from copper to fiber, integrate CCTV/VICADS, and establish a lifecycle sparing strategy. This plan will lay out exactly what must be done to get EAFB current with all applicable Department of War (DoW) and other regulations. Amendment 0001: The purpose of this amendment is to include a Q&A document answering a question regarding the eligibility of competing for the follow-on FY27 requirement if awarded this requirement.
