Sources Sought Notice for Wolf Creek Dam Liquid Oxygen (WOL LOX) Supply Jamestown, Kentucky THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). This is a Sources Sought announcement only. This Sources Sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments. PURPOSE: The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualifications; to include the Small Business Community for completing the purchase of liquid oxygen. Responses to this Sources Sought Synopsis will be used by the Government in determining appropriate acquisition decisions. The Government must ensure there is adequate competition in making appropriate decisions. The type of set-aside acquisition will depend upon the responses to this Sources Sought. NO SOLICITATION EXISTS AT THIS TIME. SCOPE OF WORK: The U.S. Army Corps of Engineers (USACE), Nashville District, is conducting market research to identify qualified sources capable of supplying and delivering bulk Liquid Oxygen (LOX) to support a cryogenic diffusion system. This system diffuses oxygen into a reservoir to increase water quality, specifically Dissolved Oxygen (DO) levels. Demand for LOX is highly variable and extremely difficult to predict, as it is strictly dependent on real-time environmental factors, including water temperature, natural DO levels, and dynamic hydropower generation schedules. A summary of work to be completed in this Contract includes: The operational "DO Season" for 2026 is estimated to run from September 1st through November 30th. For this season, the estimated total demand is three thousand seven hundred (3,700) tons of LOX. The Contractor must provide flexible, on-demand deliveries that accommodate slow ramp-up periods, extreme peak usage, and ramp-down periods. Note to Vendors: The daily tonnage ranges listed below represent the required logistical and delivery capacity for each phase. Actual daily orders will fluctuate based on environmental factors. Potential sources must possess the production and logistical capacity (trucking/routing) to meet the following parameters: Purity Standards: Bulk liquid oxygen shall comply with Compressed Gas Association (CGA) guidelines and shall be at least 99.5% oxygen. Seasonal Start-up Demand: During system initiation, the vendor must be capable of delivering between twenty-three (23) and forty-six (46) tons daily for a period of up to two (2) consecutive weeks. Initial Shoulder Season: As the system scales to low/medium flows, the vendor must be capable of delivering between forty-six (46) and ninety-two (92) tons daily for a period of up to two (2) consecutive weeks. Peak Season Demand (Surge): During maximum system operation, the vendor must be capable of delivering up to one hundred twenty (120) tons daily for up to four (4) consecutive weeks. (Note: This requires the capacity to dispatch multiple trucks per day, as standard 23-ton trucks alone will not meet this requirement). Final Shoulder Season: As peak demand wanes, the vendor must be capable of delivering between forty-six (46) and ninety-two (92) tons daily for a period of up to two (2) consecutive weeks. Seasonal Ramp-down Demand: During system deactivation, the vendor must be capable of delivering between twenty-three (23) and forty-six (46) tons daily for a period of up to two (2) consecutive weeks. Responsiveness: Vendors must demonstrate the ability to adjust delivery volumes dynamically and rapidly based on short-notice operational shifts in hydropower schedules. The contractor will be required to provide liquid oxygen. Location: Wolf Creek Dam Site, Jamestown, KY. ANTICIPATED NAICS CODE AND SIZE STANDARD: 325120: Industrial Gas Manufacturing; Size Standard $19.0M CAPABILITY STATEMENT TO SHOW INTEREST AND INTENT: Interested and capable vendors are requested to submit a Capability Statement demonstrating their ability to fulfill the requirements outlined above. Submissions should specifically address: Surge Capacity: Detailed explanation of the vendor's ability to reliably source and deliver up to 120 tons of LOX per day during the peak season. Transportation & Logistics: Confirmation of the vendor's fleet capacity (number of trucks available) and the logistical strategy to handle the daily transport of up to 120 tons to the facility without interruption. Supply Chain Resiliency: Assurance of sufficient product availability (production rates or reserve storage) to cover sudden, unpredictable spikes in demand.
