Courier Services

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70B03C26Q00000261, is issued as a Request for Quotes (RFQ) for Courier Services. The Government intends to award a firm-fixed-price contract for a base period of one year and four (4), 12-month option periods and provides the lowest price technically acceptable. The Department of Homeland Security (DHS), U.S. Customs & Border Protection (CBP) Area Port of San Francisco has facilities located on both sides throughout the San Francisco Bay Area. The Office of Field Operations has a need for various Government supplies, personal protective equipment (PPE), and parcels to be transported between the different CBP sites on a regular basis. The services offered must meet or exceed the specifications/description in the attached statement of work (SOW) and enough detailed specifications must be submitted with the quote for a technical review to be completed without holding discussions. All interested companies shall provide a firm-fixed-price quote for all 5 years and complete Attachment 2, Quotation Pricing Spreadsheet, for the base year, plus all four (4) option years. Interested vendors who wish to compete for this effort shall provide a quote for all requirements stated in the SOW along with a technical approach report. All documents must be in PDF format and must be emailed to the Contract Specialist (CS) Jesus Solis @ jesus.solis@cbp.dhs.gov no later than 08/12/2026, 5 PM Mountain Standard Time.
