The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services is soliciting proposals on a small business set-aside basis for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, to perform program evaluations using the most appropriate methods and approaches for determining the effects of AHRQ's activities in specific populations as well as general knowledge transfer, diffusion, and adoption. The solicitation and any documents relating to this requirement will only be available by downloading from the Internet through www.fedbizopps.gov. Interested Offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. It is anticipated that the solicitation will be available for downloading on or about 15 days after publication of this synopsis. This requirement is a 100% Small Business Set-Aside. Task orders will cover a wide range of planning and evaluation activities including: 1) Evaluating Agency-sponsored products through targeted, small-scale efforts. 2) Performing program evaluations including all current and future programs including: Patient Safety, Health Services Research, Data and Dissemination, Transforming Healthcare by Maximizing Value, Health Information Technology, U.S. Preventive Services Task Force, and the Medical Expenditures Panel Survey. 3) Performing quick turnaround analyses such as: secondary data analyses, literature reviews, evaluation syntheses and meta-analyses, and background papers, including those needed for congressionally mandated activities. 4) Performing longitudinal evaluations from an activity's inception through various milestones to outcomes, impacts, and adoption. 5) Designing, developing, and/or evaluating data systems to determine the efficacy of current and future AHRQ priorities and competencies. 6) Conducting economic, cost-benefit, and other types of cost-related analyses. 7) Conduct research impact cases analyses. 8) Developing and implementing customer satisfaction surveys and other agency performance information collection efforts in accordance with Executive Order 12862 on setting Customer Service Standards and P.L. 103-62, the Government Performance Results Modernization Act, and subsequent OMB, Congressional, and Departmental guidance and requirements. 9) Conducting agency level strategic planning, developing Government Performance and Results Act Modernization Act of 2010 (GPRAMA) - level performance measures, and analytic tasks related to management and organizational issues. To enable AHRQ to obtain quick action on needed activities, offerors must possess, either in-house or through available subcontracting arrangements, organizational expertise and experience in the work areas specified above. AHRQ anticipates awarding multiple (5-7) Indefinite Delivery Indefinite Quantity contracts under this solicitation, each for an ordering period of five years.
