1. Notice Type This Sources Sought Notice is issued for market-research and planning purposes only. It does not constitute an Invitation for Bids (IFB), Request for Proposals (RFP), Request for Quotations (RFQ), solicitation, or commitment by the Government to issue a solicitation or award a contract. Responses to this notice will not be considered offers, proposals, or quotations, and no award will be made as a result of this notice. The Government will not reimburse respondents for costs incurred in preparing or submitting a response. 2. Agency and Purpose The Defense Logistics Agency (DLA) Energy is conducting market research to identify responsible commercial sources capable of providing fuel transportation, cross-border customs support, delivery, and offload services in support of U.S. Navy maritime operations in the vicinity of the Yucat�n Peninsula, Mexico. The anticipated support is for Southern Border operations in the vicinity of the Gulf of America. 3. Anticipated Requirement The Government anticipates a requirement for the contractor to furnish and deliver approximately 20,000 U.S. gallons of JP-5 from DFSP Houston to Progreso, Yucat�n, Mexico, per delivery event. For market-research purposes, respondents should identify their ability to support recurring deliveries at the stated quantity and provide recommended delivery lead times. The method of transportation is not prescribed. Respondents may propose the commercial transportation method or combination of methods that most effectively, safely, lawfully, and reliably supports the mission, including tanker truck, ISO container, or another commercially available approach. 4. Commercial Delivery and Acceptance Concept The Government is seeking commercial solutions under which: The contractor shall provide transportation services for Government-owned fuel and perform all activities necessary to deliver and offload the fuel at the designated delivery point in Progreso, Mexico. The Government will accept the full delivered quantity during each delivery event. The fuel will be offloaded directly into a Navy vessel, as directed by the Government representative. The contractor shall provide all transportation, coordination, personnel, equipment, documentation, and services necessary to safely complete delivery and offload. Detailed fuel-quality, inspection, quantity-verification, acceptance, safety, environmental, and operational requirements will be established in the performance work statement (PWS) or solicitation. 5. Required Contractor Capabilities Interested parties shall have the ability to provide the following: Bulk transportation of JP-5 or comparable aviation/marine petroleum products via tanker truck, ISO container, or other suitable commercial transport capacity. Transportation from a Defense Fuel Support Point (DFSP) to Progreso, Mexico. Cross-border transportation operations between the United States and Mexico. Ability to properly coordinate delivery of fuel products the Port of Progreso and other applicable ports, terminals, piers, and local authorities. In-transit security and accountability for fuel from pickup through Government acceptance. All equipment required to transfer fuel at destination, including compatible hoses, couplings, pumps, grounding/bonding equipment, spill-response equipment, and calibrated/certified quantity-measurement equipment, as applicable. Ability to conduct fuel offload to shore-side receiving equipment and/or directly into a Navy vessel, as directed. Contingency and recovery procedures for transportation disruption, border delays, weather, equipment failure, fuel-quality discrepancies, or unsuccessful delivery/offload. 6. Requested Capability Statement Content Interested parties are requested to submit a capability statement that addresses the following: Company information Legal business name. Commercial and Government Entity (CAGE) code, if applicable. Point of contact, title, business telephone number, and business email address. Relevant experience Describe recent and relevant examples of fuel transportation support, cross-border petroleum logistics, port delivery, or vessel offload support. Include the fuel type, approximate quantity, transportation method, general origin/destination region, period of performance, and scope of customs/port/offload support. Proposed commercial approach Identify proposed transportation method(s). Describe how the company would support delivery to Progreso, Mexico and perform direct-to-vessel offload. Identify estimated delivery lead time after order placement. Cross-border and port capabilities Briefly identify any relevant licenses, permits, certifications, or established commercial arrangements your company holds that are necessary to execute the proposed approach. 7. The Government may use the information received to assess commercial availability, small-business capability, risk, delivery feasibility, and the appropriate scope for a future solicitation. The Government may revise the requirement, issue a solicitation, elect not to issue a solicitation, or pursue another acquisition approach.
