Presolicitation Notice: Synopsis for Commercial Construction Services (Prepared in accordance with RFO Subpart 5.1 and RFO Subpart 12.1) This presolicitation notice is prepared in accordance with the requirements outlined in RFO 5.101, supplemented with additional information provided in this notice. This announcement serves as the public presolicitation notice for this acquisition. A formal written solicitation will not be posted to the System for Award Management (SAM.gov); instead, the Government will solicit quotations directly from suppliers. Solicitation Information The anticipated solicitation number for this acquisition is W912DQ26QA066 for the Harry S. Truman Dam Culvert Rehabilitation Project at the U.S. Army Corps of Engineers (USACE) Harry S. Truman Lake Project Office at Harry S. Truman Dam, Warsaw, Missouri. IAW RFO 12.201-1(c)(2) - Simplified Procedures Method To promote maximum competition and streamline acquisition, the Contracting Officer has chosen to solicit quotations directly from suppliers for this acquisition. When soliciting directly, the following conditions apply: A presolicitation notice must be posted in the Governmentwide Point of Entry (GPE) per RFO FAR 5.101(a). Quotations must be solicited from a minimum of three sources [RFO 12.201-1(c)(2)(ii)]. Whenever practicable, solicitations should include at least two sources not previously contacted [RFO 12.201-1(c)(2)(iii)]. No formal solicitation document will be posted on SAM.gov. North American Industry Classification System (NAICS): 237310 � Highway, Street, and Bridge Construction (4) Description of Services and Award Procedures [RFO 5.101(c)(4)(i) & (ii)] The U.S. Army Corps of Engineers Kansas City District has a requirement for a construction contract to rehabilitate corrugated pipe culverts at Harry S. Truman Dam in Warsaw, Missouri. The culverts are located near and at the toe of the Main Embankment. The contractor shall provide all personnel, equipment, plant, labor, and materials required for the project, except those specifically identified as Government-furnished. The primary scope includes rehabilitation of existing corrugated metal pipe (CMP) culverts by installing ultraviolet-cured cured-in-place pipe (UV-CIPP) fiberglass liners in accordance with USACE specifications. Additional work includes installation of culvert flared end sections (FES), minimal grading at the inlet and outlet flowlines, and all incidental related work and materials necessary for complete installation. The project is broken into a Base CLIN and one Optional CLIN. The standard workday is 7:00am to 5:00pm Monday thru Friday, excluding Federal holidays. Work hours may be adjusted with approval of the Contracting Officer Representative (COR) or Operations Project Manager. Work will not be allowed on weekends unless approved in advance by the COR. The Contractor shall comply with all applicable environmental Federal, State, and local laws and regulations. The Contractor shall be responsible for any delays resulting from failure to comply with environmental laws and regulations. During construction, the Contractor shall be responsible for identifying, implementing, and submitting for approval any additional requirements for environmental compliance. This requirement will be procured using the simplified procedures outlined in RFO 12.201-1, used in conjunction with RFO Part 36 for construction. The Government intends to award a Firm-Fixed-Price (FFP) contract. The estimated period of performance for completion of the awarded contract is 180 calendar days from the Notice to Proceed (NTP). The anticipated contract award date is to be determined based on funding availability. (5) Technical Data Access [RFO 5.101(c)(4)(iv)] The complete Statement of Work (SOW), detailing exact specifications, testing parameters, and safety requirements, will be provided directly to the solicited vendors. Other interested vendors may request the SOW from the Contract Specialist listed above. (6) Equitable Adjustments for Change Orders [RFO 5.101(c)(4)(v), RFO 36.101-4, & DFARS PGI 205.103-70] Information regarding USACE policies on definitization of equitable adjustments for change orders under construction contracts can be found at: https://www.usace.army.mil/Business-With-Us/Partnering/. In accordance with DFARS PGI 205.103-70(b), no data is available regarding the timely definitization of equitable adjustments for change orders under construction contracts. (7) Universal Submission Statement [RFO 5.101(c)(4)(vi)] All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
