Intent to Sole Source The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN 55344. This contract is for the maintenance, support and repair of proprietary hardware and software configurations of MTS equipment for the Air Force Institute of Technology at Wright-Patterson Air Force Base (WPAFB). Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that MTS Systems Corporation is the only source capable of meeting the Government�s minimum requirements as outlined in the Performance Work Statement (PWS). The WPAFB Air Force Institute of Technology (AFIT) is already equipped with MTS systems proprietary equipment. To ensure performance, all maintenance services must be from MTS Systems Corporation. Extensive market research confirmed that no other manufacturer can meet this requirement. Therefore, MTS Systems Corporation is the only source capable of providing proprietary services that satisfy the specific requirement of the PWS. Furthermore, AFIT also maintains a preventive maintenance plan for its existing MTS Systems equipment. MTS Systems Corporation offers an extended warranty on their propriety equipment, that will ensure the equipment will be available to support AFIT students. This acquisition is being conducted under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A Justification and Approval for other than full and open competition has been prepared in accordance with RFO 6.104-1, citing the proprietary nature of the required equipment and services. Submission Instructions and Points of Contact: Interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so. The statement must demonstrate the vendor's capability to provide the MTS Assured Maintenance Plan (AMP) plan that is 100% compatible with the proprietary hardware and software, maintenance and meets all requirements in the PWS. A simple statement of capability is not sufficient.
