FAR 6.302-1 � Only One Responsible Source Solicitation Number 75N98026Q01125 Title Accuva Cellect Laser Capture Microdissection (LCM) System Description of Requirement The National Institutes of Health intends to award a contract to Laxco, Inc. on a sole-source basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for the acquisition of an Accuva Cellect Laser Capture Microdissection (LCM) system, including associated software, equipment, installation, training, and support, as applicable. The Accuva Cellect LCM is required to support the Government's established laser capture microdissection research activities. The system must provide specialized capabilities for performing complex laser capture microdissections involving large numbers of regions of interest (ROIs), extensive freehand markup and editing, and selective capture and cutting of individually identified objects or groups. The Accuva Cellect LCM was developed as the successor to the Arcturus XT LCM system, which was discontinued in 2024. The Accuva Cellect retains the software environment and workflow characteristics necessary to support the Government's established LCM procedures. Specific Technical Requirements The required LCM system must provide the following capabilities: Large-Scale ROI Management: The ability to create, manipulate, retain, and process a large number of regions of interest during complex laser capture microdissection procedures without significant loss of system performance. Advanced Freehand Markup Editing: The ability to continuously edit freehand markings, including partial erasure of an existing markup and smooth continuation of the same markup. Selective Object and Group Capture: The ability to individually select objects or groups of objects for capture and/or cutting while retaining a large number of other existing markups. Retention of Complex Markups: The ability to maintain extensive numbers of ROIs and markups while performing additional selections, edits, captures, and cuts within the same workflow. System Stability During Complex Workflows: The ability to perform the foregoing operations without repeated freezing or other interruptions that require the user to reconstruct or substantially modify the LCM workflow. Established Workflow Compatibility: The ability to support the Government's existing research protocols and workflows based on the software and functionality associated with the Arcturus XT LCM platform. Pursuant to FAR 6.302-1, the Government intends to solicit and award a Purchase Order on a sole-source basis because the Government's minimum technical requirements can only be satisfied by the Accuva Cellect LCM system manufactured and supplied by Laxco, Inc. The Government's requirement is based upon specific functional capabilities necessary to perform complex laser capture microdissection procedures. These capabilities are not simply general LCM functions; they involve the ability to efficiently manage large numbers of ROIs and markups, continuously edit freehand markings, selectively capture or cut individually identified objects or groups, and retain extensive markup information throughout the procedure. Based on the Government's market research and knowledge of available LCM systems, Laxco, Inc. is the only known responsible source capable of providing a system that satisfies all of the Government's stated technical requirements. Accordingly, the Government intends to award a sole-source contract to Laxco, Inc. pursuant to FAR 6.302-1. This notice is not a request for competitive quotations. However, interested parties that believe they can meet the Government's requirements may submit a capability statement demonstrating their ability to provide the required supplies and meet all specified technical and operational requirements. The Government will consider all timely capability statements received and determine whether the acquisition should proceed as a sole-source procurement or be competed. The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source is capable of meeting the requirement. Capability statements shall be submitted electronically to davisroshonna@mail.nih.gov no later than 9:00 a.m. EDT on September 21, 2026.
