This is a Sources Sought Notice / Request for Information and is not a presolicitation notice, solicitation, request for proposals, request for quotations, invitation for bids, or promise to issue a solicitation. Pursuant to FAR Part 10, the Government is conducting market research to identify sources capable of satisfying the requirement, determine whether commercial products or commercial services are available or may be modified to meet the requirement, and understand customary commercial practices. Information received may support acquisition strategy, competition, and small-business set-aside decisions under FAR Parts 6 and 19. This notice does not obligate the Government to take any further action. NAVSUP Fleet Logistics Center Puget Sound seeks responsible sources capable of providing all labor, supervision, facilities, materials, equipment, transportation, and qualified personnel necessary to accomplish the initial and final lube-oil flush of Main Reduction Gear (MRG) No. 1 onboard USS MCCAMPBELL (DDG-85). Work will be performed in support of U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), Yokosuka, Japan. SCOPE OF WORK The anticipated work includes, but is not limited to: 1. Provide a qualified on-site team to accomplish the initial and final lube-oil flush of MRG No. 1. 2. Perform the work in accordance with NAVSEA Standard Items (FY26 CH-1) and the applicable Technical Work Documents, including TGI 38CGA24101A01 and TGI 38CGA24101T08. 3. Provide all required contractor-furnished material, including materials supporting cleaning and flushing work, as applicable. 4. Provide required testing and inspection records to Government quality assurance personnel. 5. Coordinate mobilization, access, travel, transportation, and shipment of contractor equipment and materials to and from Yokosuka, Japan. RADIATION PROTECTION The contractor shall comply with NAVSEA Standard Item 009-97, Radiation Protection, as applicable to and invoked for this requirement. The contractor shall ensure that its personnel, procedures, equipment, and work practices satisfy all applicable radiation-protection controls and Government access requirements before commencing work. Respondents must identify in their capability statement any qualifications, approvals, programs, or prior experience relevant to compliance with this requirement. PLACE AND ANTICIPATED PERIOD OF PERFORMANCE Place of Performance: USS MCCAMPBELL (DDG-85), U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, Yokosuka, Japan. Anticipated Period of Performance: 14 December 2026 through 28 December 2026 (15 calendar days), subject to change at the discretion of the Government. Normal work hours are anticipated to be 8:00 a.m. to 4:45 p.m., Monday through Friday, with a 45-minute lunch period. Additional hours outside the normal schedule may be required as directed by project management. CAPABILITY RESPONSE Interested companies that possess the capability to meet or exceed the requirement are invited to submit a concise capability statement. The response should address each item below: Company name, physical address, website, and Unique Entity ID. Point of contact, telephone number, and email address. Business size and socioeconomic status under NAICS 336611 A clear statement describing the company's technical approach and ability to perform the requirement as the prime contractor, including availability for the anticipated performance period and ability to mobilize personnel, tools, and materials to Yokosuka, Japan. Relevant past performance for work similar in type, scope, magnitude, and complexity. Include contract number, project title and description, period of performance, dollar value, customer, and a current customer point of contact with telephone number and email address. Any anticipated subcontracting, teaming, or joint-venture arrangement, including the proposed division of work. If relying on a joint venture's experience, identify projects performed together by the joint-venture members when available. Commercial-market information, customary commercial terms, industry standards, lead-time constraints, or other information that may assist the Government in developing its acquisition strategy. A statement confirming the company's ability to comply with NAVSEA Standard Item 009-97, Radiation Protection, including a brief description of relevant qualifications, approvals, programs, and experience.
