1.0 BACKGROUND Special Boat Training Command is located on the Stennis Space Center, MS that requires independent satellite cable services: Special Boat Training command has satellite cable TV in various buildings. 2.0 OBJECTIVES The objective of this requirement is provide television services to SBTC with multi-channel programming, proper amplification and 78 total cable drops. 3.0 SCOPE The Contractor shall provide the equipment, materials, labor, and installation, and management necessary to provide satellite television services. 4.0 REQUIREMENTS 4.1. The Contractor shall provide the lease of TV receivers with proper amplification to supply service to 78 total cable drops. Services shall be rendered in such a way as to ensure continuous HD viewing. 4.1.1. There is preexisting infrastructure in place at SBTC Headquarters building 2606. 4.1.2. The satellites dish(s) and "Smart Box" will be located at building 2606. The satellite services shall, at a minimum, include the television channels identified in Attachment 2, TV Channels Lineup for each cable drop. The Contractor shall provide any maintenance to ensure the satellite services are functioning and available to all receivers. 4.3 4.3.1 The contractor shall have a local technician present, within three (2) business days, to address any maintenance that requires an on-site remedy to interruption in service. 4.3.2 The maximum number of days the satellite service may have an interruption in service is three (3) business days. Installation of any equipment necessary to provide the satellite television services shall be completed no later than 10 days after contract award. 4.4 5.0 SECURITY 5.1. The Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data. 5.2 The Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office. 6.0 QUALITY CONTROL The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract. 7.0 QUALITY ASSURANCE 7.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor's compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. 7.2. Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the Contracting Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the Contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions. 8.0 SAFETY 8.1. Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract. 9.0 PLACE(S) OF SERVICE Special Boat Training Command (N39574) 2606 Lower Gainesville Road Stennis Space Center, MS 39529 Delivery POC Name: SBTC N6 Department Government TPOC Mr. Frank Strange, 228-813-4000 ext. 12415 10.0 PERIOD OF PERFORMANCE The period of performance shall be for a base year and four (4) option years.
