THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BID. THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. This annual market research is in support of the existing �Construction Multiple Award Contract� (C-MAC) contract vehicle in use by the Department of the Interior, Indian Affairs as well as general market research to support potential stand-alone construction contracts. This annual market research assesses the market and will document if qualified contractors are available, for the purposes of making decisions about conducting on-ramping and re-procurement. The C-MAC is set-aside for Indian Small Business Economic Enterprises (ISBEEs). Stand-alone construction projects will also generally be set aside for ISBEEs. Qualified ISBEEs may respond with qualifications information that will be documented and kept on file. Current C-MAC holders are also invited to respond with their updated qualifications for the Government�s consideration in re-procurement planning. The C-MAC provides a vehicle for Indian Affairs and the Department of the Interior to procure construction services for Design-Build (DB)/Design-Bid-Build (DBB) for facilities located across the Continental United States and Indian Country. Contracts in the C-MAC may require that contractors manage multiple concurrent task orders across the nation. The C-MAC encompasses a wide range of DB and DBB projects that include, but are not limited to: new construction; offsite design build construction*; offsite construction (modular construction)**; demolition, repair, alteration, and renovation of buildings; systems and infrastructure; and, may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities to be constructed include but are not limited to: educational, detention, medical, administrative, industrial, operational, maintenance, warehouses, communications, personnel support, recreation, lodging, dormitory, training, ranges, and roads. The selected contractors will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform the services described in the drawings and specifications for each individual project. The ordering period for current contracts is five (5) years ending in May of 2028. On-ramped contracts would end contemporaneously with the original contracts. The total price for all contracts combined will not exceed $1,500,000,000.00 ($1.5 billion) for the five-year life of the contracts. Projects awarded on the C-MAC have an estimated construction cost of approximately $5,000,000.00 to $60,000,000.00; however, smaller and larger dollar value projects may be considered. Stand-alone contracts for construction may range from $500,000 to $200,000,000 or more. The Government does not contemplate on-ramping contractors for the C-MAC currently. The Government does intend to begin planning for the re-procurement of this contract in fiscal year 2027. The North American Industry Classification System (NAICS) code for this C-MAC is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45,000,000. All responses should include: (1) Information about the contractor including business size, socio-economic subcategory, and unique entity identifier (UEI). (2) Information on past projects. Submit a minimum of three projects and a maximum of 10 projects. All projects must have been completed in the past six years from the response date for this notice. Taken as a whole, projects should demonstrate experience that encompasses a variety of DB and DBB construction services in the cost ranges described above. Interested ISBEEs with experience constructing educational facilities and detention facilities should include and highlight these projects. Project descriptions should include contract value, brief general description of the work including location, project owner, contract number (if Federal), and any other relevant details. (3) Under FAR 52.219-14, Limitations on Subcontracting, the employees of each small business must perform at least 15% of the work as measured by the dollar value of their task order contract. The 15% shall not include the costs for materials. Responses must include a description as to how your small business would meet this FAR requirement. (4) In addition to the above items, you may also submit a capabilities statement for review (no page limitation on this, brochures are acceptable), but it is not required. This sources sought notice is a market research tool only. Responses will be used to understand the market in case of a possible on-ramping efforts or re-procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government does not intend to solicit immediately following this market research. The Government will not provide debriefs on the results of this research. All information submitted will be held in a confidential manner and will only be used for the purpose intended. Points of contact listed may be contacted for the purpose of verifying performance. DEFINITIONS: * Off-Site Design Build Construction: This is construction delivered through the design-build process that makes maximum use of modular construction techniques to deliver the final product on significantly faster timelines, of consistently high quality, and measurably below traditional Design-Bid-Build conventional construction costs. **Off-Site Construction (Modular Construction): Construction involving the use of factory-produced pre-engineered building units that are delivered to site and assembled as large volumetric components or as substantial elements of a building.
