Description of Action and Proposed Contractor The Special Operations Command South (SOCSOUTH), located at Homestead Air Reserve Base, Florida, intends to award a sole-source, firm-fixed-price purchase order under solicitation number H9228126QE014 pursuant to the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), to TacMed Solutions, LLC, located at 1250 Harris Bridge Road, Anderson, SC 29621-1250 (CAGE Code: 3P1B8, UEI: WDK1HVNUA8J4). C. Description of Supplies and Operational Capabilities The proposed procurement encompasses ten (10) each of Contract Line Item Number (CLIN) 0001, xFRIDGE� Expeditionary Refrigerator System, Part Number 103979 (NSN: 4110-01-716-0048), with each system comprising the refrigeration unit with 25 liters of internal storage capacity, AC power cable, DC power cable, cable storage pouch, two BB-2590 rechargeable batteries, and operations manual, with direct delivery to SOCSOUTH, Homestead, FL 33039. The procurement also includes five (5) each of CLIN 0002, Spare High-Capacity Rechargeable Battery (BB-2590 HC), Part Number 102810, with direct delivery to SOCSOUTH, Homestead, FL 33039. Key salient characteristics require that the units provide a minimum of 25 liters of internal volume capable of maintaining tight temperature tolerances (1�C to 6�C) for whole blood and biological products, operate continuously on standard military BB-2590 batteries with integrated dual-battery management and on-board charging capability from external AC/DC power sources, and feature a ruggedized transportable Pelican-case form factor engineered for operational tactical environments and expeditionary field medicine. D. Statutory Authority, Technical Justification, and Fleet Standardization This action is conducted under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, which provides that full and open competition need not be provided for when the supplies or services required by the agency are available from only one responsible source and no other supplies or services will satisfy agency requirements. Regarding fleet standardization and inventory baseline, SOCSOUTH currently maintains, supports, and operates an existing fielded inventory of TacMed xFRIDGE� units across its operational components. Procuring matching TacMed xFRIDGE� units is necessary to ensure direct compatibility and interoperability with the command's existing cold-chain assets. Introducing an alternate or non-standard refrigeration model would break fleet commonality, create supply-chain inefficiencies, require duplicative spare parts inventories, and necessitate separate training pipelines and operational maintenance protocols for deployed medical personnel. Regarding airworthiness and flight safety integration, the TacMed xFRIDGE� system has demonstrated compliance with military flight safety standards, holding active Airworthiness Releases (AWR) from the U.S. Army Aviation and Missile Command and Flight Clearances from the Naval Air Systems Command (NAVAIR) for operational use aboard designated military aircraft platforms, including CH-53, MH-53, C-130, and V-22. Utilizing equipment with established airworthiness approvals is critical to mission readiness and avoids flight safety hazards and costly testing delays. E. Submission of Capability Statements and Procedures This is a notice of intent and not a request for competitive proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submissions must provide clear and convincing documentation proving that the offered product meets all salient characteristics and agency operational constraints, including full physical, mechanical, operational, and logistical interchangeability with SOCSOUTH's existing fielded inventory of TacMed xFRIDGE� refrigeration equipment without requiring separate maintenance configurations, spare parts lines, or user re-training, as well as verified documentation of active military Airworthiness Releases (AWR) / NAVAIR Flight Clearances for operational use aboard the specified aircraft platforms. Any responses received will be evaluated solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. F.
