Description of Services: The U.S. Department of Housing and Urban Development (HUD) Office of Multifamily Housing requires contractor support to conduct onsite inspections of new construction and substantial rehabilitation of multifamily housing projects and performing various inspection tasks. These services will provide HUD with the field/site data necessary to make informed decisions regarding the construction/rehabilitation phase of HUD multifamily mortgage insurance underwriting and capital advance programs. 2. Acquisition Strategy: The Government is issuing this Request for Proposal (RFP) 86614126R00002 on SAM.gov with the intent to award a Firm-Fixed-Price (FFP)/Indefinite Delivery Indefinite Quantity (IDIQ) contract, in accordance with Revolutionary FAR Overhaul (RFO) 12/15/ as a small business set aside. This is a notice that this order is a total set-aside for small business concerns. Only proposals submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not [insert either �a small business concern� or specify a subset of small business concern] will not be considered for award. 3. Services: The Contractor shall provide services in accordance with the attached Performance Work Statement (PWS), Contract Line-Item Numbers (CLINs), terms and conditions. 4. NAICS Code: 541310 5. Product Service Code (PSC): C219 6. Period of Performance: This contract will consist of one (1) Base Period: 02/01/2027 � 01/31/2032. 7. Contract type: Firm-Fixed-Price (FFP)/Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ). The government anticipates awarding up to three FFP Multiple-Award IDIQ contract(s) for each of the five (5) regions but reserves the right to combine regions into one contract award if one contractor receives an award for more than one region or expand or reduce the size of a geographic region under an awarded contract. Submitting a proposal for all regions is not required. The government will reject any regional proposal that proposes to only partially perform in the entire region. The resulting contracts will establish the terms, conditions, unit prices, ordering procedures, and maximum ordering limitations applicable to future orders for the required services. The contracts are not intended to constitute a FAR Part 17 multi-year contract or a commitment by the Government to acquire the estimated requirements for each fiscal year of the ordering period. The ordering period may extend across multiple fiscal years. The existence of an ordering period that spans multiple fiscal years does not constitute a Government commitment to acquire services in each fiscal year. Except for the Guaranteed Minimum stated in the contract, the Government does not guarantee that any particular quantity, dollar value, or level of services will be ordered during any fiscal year or during the ordering period. Individual orders will be issued only when the Government has a bona fide requirement and appropriate funding is available. Each order will be separately funded in accordance with applicable fiscal law and the terms of the resulting contract. ORDERING PERIOD The ordering period is established solely to provide the Government with a vehicle for placing orders when requirements arise. The Government does not obligate itself at IDIQ award to purchase the Best Estimated Quantities (BEQs), historical demand quantities, or any other estimated future requirements identified in this Solicitation. The Government may issue no orders or may issue orders in quantities or at times different from the estimates contained in this Solicitation, subject only to the Government's contractual obligations, including the Guaranteed Minimum. The expiration of the ordering period does not constitute a cancellation of a multiyear commitment because the Government is not making a multiyear procurement commitment under this contract. ORDERING Orders shall be issued only by authorized Government personnel in accordance with the Ordering Procedures clause. An order transmitted electronically by an authorized Contracting Officer, including by email when expressly authorized by the Ordering Procedures clause, shall constitute the Government's issuance of the task order. Task-Order Limitations The minimum and maximum order limitations stated in FAR 52.216-19, as completed in this solicitation, apply to individual task orders and are separate from the guaranteed minimum and maximum ceiling of the IDIQ contract. 8. On-ramp/off-ramp provisions a. ON-RAMP PROCEDURES The Government may conduct an on-ramp during the ordering period when the Contracting Officer determines that additional contract holders are necessary or advantageous to meet Government requirements, increase competition, increase the availability of qualified small businesses, or otherwise support the Government's mission. Any on-ramp competition will be conducted pursuant to a new solicitation or other lawful competitive procedure and will use evaluation criteria and material contract terms consistent with the requirements established for the existing contract vehicle, to the maximum extent permitted by applicable law and regulation. An on-ramp award will not extend the ordering period of the existing contract. The Government does not guarantee that an on-ramp will be conducted or that any additional contract will be awarded. b. OFF-RAMP PROCEDURES The Government may remove a Contractor from the active ordering pool or decline to continue the Contractor's participation in a subsequent ordering period when authorized by the contract and applicable law. Potential grounds for off-ramping may include, but are not limited to: Failure to submit a proposal in response to multiple task-order solicitations when the Contractor was eligible and required to participate; Failure to receive an order during a specified evaluation period, when the solicitation or contract expressly establishes such criterion; Failure to satisfy material contract performance requirements; Repeated failure to satisfy required deliverables or quality standards; Failure to maintain required eligibility or representations; and Other objective criteria expressly identified in the contract. In evaluating whether off-ramping is appropriate, the Government will give priority consideration to relevant past performance on earlier orders under the contract, consistent with applicable law and the evaluation methodology stated in the contract. Off-ramping will not be based solely on a Contractor's failure to receive an order unless the solicitation expressly identifies such failure as an off-ramp criterion and the criterion is applied consistently. c. TEAMING ARRANGEMENTS After award, a Contractor may not add, remove, or substitute team members in a manner that materially changes the basis on which the Government evaluated the Contractor's proposal unless such change is permitted by the contract and applicable law and is approved by the Contracting Officer. Nothing in this provision authorizes a Contractor to modify its post-award teaming arrangement in a manner that circumvents the competition requirements applicable to the contract. 10. If a proposal submission exceeds this limitation, the Offeror shall use additional emails. Offerors are responsible for ensuring timely receipt of their complete proposal in accordance with the submission instructions. Alternate proposals: The solicitation does not authorize offerors to propose alternative terms and conditions or line items. Such alternate proposals will be considered non-compliant / non-conforming, technically unacceptable, and ineligible for award. Alternate proposals will not be evaluated. Alternate proposals will be eliminated and not further evaluated. 12.
