Basis of Award The Government will issue a Firm-Fixed Price (FFP) Purchase Order to the lowest-priced, conforming quote that conforms to all material aspects of the solicitation. As part of the evaluation, the Contracting Officer will conduct an Affirmative Responsibility Determination & Performance Risk assessment under RFO Part 9. If a quoted price is abnormally or unrealistically low, the contractor will be required to submit a detailed price breakdown to demonstrate they have allocated sufficient resources to: Retain certified solar PV technicians (NABCEP) and certified thermographers. Safely perform high-voltage (1000VDC) testing, IV curve testing, and insulation resistance (Megger) testing.
