This is a SOURCES SOUGHT NOTICE ONLY.� It is neither a solicitation nor a request for quote (RFQ) and it does not obligate the Government to award a contract.� Request for solicitation will not receive a response.� The Government will not pay nor reimburse any costs of preparing this response.� The source s sought notice is for market research purposes to make the appropriate acquisition decision and gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North America Industry Classification System (NAICS) 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with an associated size standard of 1,250 employees. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 8 Orlando Contracting Team is seeking interested sources for Upgrading our Chapel Audio Visual System that is used to stream all events live through their in-house cable TV Feed. Most of the existing AV system will remain in place and new equipment will be installed to provide additional wireless and wall mounted microphone coverage, government furnished equipment (GFE) display audio ingests, and wall mounted microphone control for the Orlando VA Medical Center (OVAMC). See attached documentation to see the salient characteristics. If your business can meet or exceed the requirement, please provide a capability statement. The capability statement shall be limited to no more than five pages and must clearly state the following: Capability in industry to manufacture or provide the required Audie Visual Equipment. Offerors who cannot provide historical information from their company regarding the outlined attachment or similar scope and scale should provide corresponding information to show how the company would meet the OVAMC requirements. This information should provide level of confidence in the Government that an offeror would meet or exceed the delivery requirements to provide the required product. Scope of Work: Provide the following equipment to include all personnel, transportation, tools, materials, supervision and incidental services necessary to furnish, deliver, install, integrate, test and commission the required AV commodities. One (1ea) - Digital Audio Network Interface (DANTE) The DANTE shall provide the capability to transport professional-quality digital audio across a standard Ethernet network without perceptible delay or degradation in audio quality. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea)- AUDIO CONFERENCING PROCESSOR - The Audio-Conferencing Processor should function as the central audio processing engine for the conference room, providing intelligent digital signal processing for all connected microphones, loudspeakers, conferencing devices, and audio inputs. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - MICROPHONE, 4' LINEAR ARRAY, WHITE - 4FT - is a 4-foot networked linear array microphone featuring onboard IntelliMax DSP and Autofocus technology. Designed for professional AV conferencing, its sleek white form factor can be mounted on walls, ceilings, or flush into tables to deliver clear, echo-free audio. - The networked microphone shall provide high-quality voice pickup throughout the meeting space while minimizing unwanted background noise and room reverberation. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Two (2ea) - MICROPHONE, DUAL COMBO - is a dual-channel wireless combo system. It is highly prized for presenters, lecturers, and houses of worship because it allows simultaneous use of a hands-free ear set microphone and a handheld mic. Each wireless microphone system shall support professional speech reinforcement and conferencing applications. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - DUAL WIRELESS RECEIVER - 4-channel Audio Network Interface (ANI) that bridges standard analog signals (like wired or legacy wireless microphones) onto a digital Dante network. It provides four 3-pin XLR inputs, converting analog to digital for easy routing over Ethernet. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Two (2ea) - BODYPACK TRANSMITTER - Wireless bodypack transmitter. It operates in the H10 frequency band (542 - 572 MHz) and is designed to work seamlessly with Shure BLX series wireless systems (such as the BLX4, BLX4R, or BLX88 receivers). The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Three (3ea) - TRAY RACK FOR BLX4, BLX88, GLXD4, PG4, PG88, PGX4, and PGXD4 - The Contractor shall furnish rack mounting hardware required to install the furnished wireless receiver equipment within the existing AV equipment rack. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Two (2ea) - CABLE CONNECTOR 2' 4PIN MINI CONNECTOR TO 1/4" - a 2.5-foot instrument cable. It features a 4-pin mini-connector (TA4F) on one end and a standard 1/4-inch jack on the other. This cable is designed to connect guitars, basses, and other instruments to wireless bodypack transmitters. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - ETHERNET SWITCH, 8-PORT GIGABIT ETHERNET POE+ DESKTOP - connects wired devices and delivers both data and up to 30W of electrical power per port through standard Ethernet cables. This eliminates the need for nearby power outlets. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - CUSTOM LABELS (MIC MUTE/UNMUTE) FOR EXTRON CONTROLLER All proposed equipment shall be fully compatible with the existing GFE listed in Section 4. The contractor shall provide shop drawings, programming, testing, user training, and a 12-month warranty. Salient Characteristics 2.1 One (1ea) - Digital Audio Network Interface (DANTE) The DANTE shall provide the capability to transport professional-quality digital audio across a standard Ethernet network without perceptible delay or degradation in audio quality. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Support transmission of multiple channels of uncompressed digital audio over standard Cat5e or Cat6 Ethernet infrastructure. Support bi-directional digital audio transmission. Operate with latency suitable for live speech reinforcement and videoconferencing applications. Support industry-standard digital audio networking protocols currently utilized by the Government's AV infrastructure. Support automatic network discovery and device routing. Provide synchronized digital clocking across all connected network audio devices. Support remote configuration and monitoring through a network connection. Operate continuously in commercial conference room environments. Be fully compatible with the Government's existing network-based audio-conferencing system. One (1ea)- AUDIO CONFERENCING PROCESSOR - The Audio-Conferencing Processor should function as the central audio processing engine for the conference room, providing intelligent digital signal processing for all connected microphones, loudspeakers, conferencing devices, and audio inputs. At a minimum, the processor shall provide Acoustic Echo Cancellation (AEC) for all conferencing microphone inputs. Automatic Gain Control (AGC). Adaptive noise reduction. Feedback suppression. Automatic microphone mixing. Digital equalization. Audio delay management. Audio routing and matrix mixing. USB audio connectivity for computer-based conferencing platforms. Analog audio inputs and outputs for external equipment integration. Digital audio networking compatibility with the existing Government AV system. Remote programming and monitoring capabilities. Password-protected configuration software. Firmware update capability. Integration with the existing Government room control system. High speech intelligibility optimized for conference and collaboration environments. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - MICROPHONE, 4' LINEAR ARRAY, WHITE - 4FT - is a 4-foot networked linear array microphone featuring onboard IntelliMax DSP and Autofocus technology. Integrate seamlessly with the installed conferencing processor. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Two (2ea) - MICROPHONE, DUAL COMBO Must be a dual-channel wireless combo system. It is highly prized for presenters, lecturers, and houses of worship because it allows simultaneous use of a hands-free ear set microphone and a handheld mic. Each wireless microphone system shall support professional speech reinforcement and conferencing applications. Each system shall include: One handheld wireless microphone. One wireless bodypack transmitter. One headset or lavalier microphone. Associated wireless receiver equipment. Operate within FCC-authorized frequency bands available at the installation location. Support simultaneous operation with additional wireless systems without interference. Provide clear professional speech reproduction. Utilize diversity reception or equivalent technology to minimize signal dropouts. Provide adjustable transmit gain. Include battery status indication. Support operating ranges appropriate for conference room environments. Integrate with the Government's conferencing processor and audio network. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - DUAL WIRELESS RECEIVER - 4-channel Audio Network Interface (ANI) that bridges standard analog signals (like wired or legacy wireless microphones) onto a digital Dante network. It provides four 3-pin XLR inputs, converting analog to digital for easy routing over Ethernet. At a minimum, the interface shall: Provide no fewer than four balanced analog audio inputs. Utilize balanced XLR microphone or line-level connectors. Convert analog audio into the digital audio network utilized by the conferencing system. Support remote configuration and diagnostics. Provide professional-quality analog-to-digital conversion. Synchronize with the existing digital audio network. Operate continuously without introducing audible distortion or latency. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Two (2ea) - BODYPACK TRANSMITTER - Wireless bodypack transmitter. It operates in the H10 frequency band (542 - 572 MHz). Each wireless bodypack transmitter shall: Be fully compatible with the furnished wireless microphone system. Support headset and lavalier microphones. Include adjustable input gain. Provide battery status indication. Include secure locking microphone connectors. Include belt clip for hands-free operation. Provide reliable RF transmission suitable for conference room environments. Operate on frequencies compatible with the associated wireless receiver. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Three (3ea) - TRAY RACK FOR BLX4, BLX88, GLXD4, PG4, PG88, PGX4, and PGXD4 - The Contractor shall furnish rack mounting hardware required to install the furnished wireless receiver equipment within the existing AV equipment rack. The mounting hardware shall: Support installation in standard 19-inch equipment racks. Include all required brackets, screws, fasteners, and mounting accessories. Maintain proper equipment ventilation. Permit front-panel access for operation and maintenance. Support professional cable management. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. Two (2ea) - CABLE CONNECTOR 2' 4PIN MINI CONNECTOR TO 1/4" - a 2.5-foot instrument cable. It features a 4-pin mini-connector (TA4F) on one end and a standard 1/4-inch jack on the other. This cable is designed to connect guitars, basses, and other instruments to wireless bodypack transmitters. Each cable shall: Be approximately two feet in length. Include a locking miniature connector compatible with the bodypack transmitter. Include a standard 1/4-inch audio connector. Be shielded to minimize electromagnetic interference. Be suitable for commercial audio applications. Utilize durable molded strain relief to withstand repeated use. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - ETHERNET SWITCH, 8-PORT GIGABIT ETHERNET POE+ DESKTOP - The network switch shall provide Ethernet connectivity and Power over Ethernet (PoE+) for AV devices. At a minimum, the switch shall: Provide at least eight Gigabit Ethernet ports. Support IEEE 802.3af and IEEE 802.3at Power over Ethernet standards. Deliver sufficient PoE power to operate all connected AV devices. Support non-blocking Gigabit switching performance. Support IEEE Quality of Service (QoS). Support automatic speed negotiation. Support automatic crossover detection. Include LED indicators for power, activity, and link status. Operate from standard 120 VAC electrical service. Be suitable for desktop or rack-mounted installation. The equipment is required to be compatible with items listed in Section 4 Government Furnished Equipment. One (1ea) - CUSTOM LABELS (MIC MUTE/UNMUTE) FOR EXTRON CONTROLLER - The Contractor shall furnish and install professionally manufactured control labels for the existing AV control system. The labels shall: Clearly identify microphone mute and unmute functions. Match the existing control system appearance. Be permanently affixed. Be resistant to abrasion, cleaning chemicals, fading, and normal wear. Be professionally engraved, laser etched or printed using commercial identification methods. Government Furnished equipment The following Government-owned equipment will remain in service and shall be reused: 3.1 Existing display. 3.2 Extron MediaPort 200. 3.3 Extron Distribution Amplifier. 3.4 Extron HDMI Loop-Through Fiber Converter. 3.5 Shure ULXD4 Digital Wireless Receiver. 3.6 Existing Sennheiser Wireless Receiver. 3.7 Existing wall-mounted streaming camera. 3.8 Existing distribution amplifier. 3.9 Existing audio amplifier. 3.10 Existing overhead speaker system. 3.11 Existing equipment rack and be modified as needed to accommodate the system updates. 3.12 Existing Extron wall controller previously used for camera control, will be updated to provide mute/unmute functionality with the wall mounted microphone. 3.13 Existing in-house cable TV distribution system. In addition, provide and answer the following: 1. Company name, address, point(s) of contact, title, telephone number, fax number, email address, cage and SAM UEI number. 2. Company s business size, to include number of employees. 3. Company's socioeconomic status. 4. Potential Contracts that are currently available to order the required items/services off of. 4.
