P-8A Poseidon Increment 3 Block 2 Modification Kit Installation

1.0 Introduction and Disclaimer THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for market research and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB), nor does its issuance restrict the Government�s acquisition approach. The Government will not reimburse respondents for any costs associated with submitting information in response to this notice. All information received in response to this notice that is marked as proprietary will be handled accordingly. 2.0 Program Background The P-8A Poseidon Multi-Mission Aircraft (MMA) delivers improved capabilities through a series of three Incremental upgrades. The addition of P-8A Increment 3 Block 2 (I3B2) capabilities will fully address the broad area Anti-Submarine Warfare (ASW), Anti-Surface Warfare (ASuW), Intelligence, Surveillance and Reconnaissance (ISR), and Net-Ready requirements upon which the P-8A program was founded. I3B2 provides open architecture and communications improvements with Net-Ready Key Performance Parameter (NR-KPP) compliance and all-weather, day/night, long-range, network-enabled ASuW weapon with midcourse update capability. Additional ASW improvements for Multi-static Active Coherent (MAC) and ESM search and localization are included as well as ASuW, and Command, Control, Communications and Computers, and ISR (C4ISR) sensor capability enhancements or technologies. 3.0 SCOPE OF EFFORT The Department of the Navy is surveying the marketplace to identify capable vendors with the facilities, personnel, and technical expertise required to perform a complex P-8A retrofit installation of a I3B2 Engineering Change Proposal (ECP6) per a government provided installation data package (IDP). The successful execution of this requirement will involve de-installing existing P-8A airframe, mission systems and wiring, receiving, handling, and installing complex Government furnished modification A and B kits (i.e., aircraft and mission systems, fiber-optics cables, antennas), conducting necessary post-installation verifications and checkout with government furnished combat systems software media, and ensuring aircraft return-to-service protocols are met. 4.0 CAPABILITY STATEMENT REQUIREMENTS Interested parties are requested to submit a Capability Statement addressing their ability to meet the requirements outlined above. Each respondent is advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information. Aside from the P-8A Capabilities Questionnaire below, each Capability Statement package shall be no more than 15 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum. The Government requests that respondents deliver completed P-8A Questionnaires and Capability Statements electronically via e-mail with proper data markings for unclassified and proprietary information. Classified material SHALL NOT be submitted. In order to complete its review, NAVAIR must be able to share a respondent�s completed questionnaire and Capability Statement both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7015 Technical Data--Commercial Items (FEB 2014). Any completed questionnaire and/or capability statement marked in a manner that will not permit such review will not be assessed or considered. All submissions must include a statement clearly allowing the information to be disclosed with covered Government support contractors. Information submitted in response to this notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to the information received from interested persons, but may request additional information following review. Please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business� General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. P-8A Capabilities Questionnaire Responses must include the following sections: Part A: Company Profile Company Information: Company Name, Address, CAGE Code, and Unique Entity ID (UEI). Socio-Economic Status: Identify business size and applicable socio-economic categories (e.g., Small Business, 8(a), SDVOSB, WOSB) under NAICS 336411 (Size Standard: 1,500 Employees). Facility Clearance: State current Facility Clearance Level (FCL) and safeguarding capabilities, as well as personnel clearance levels (e.g., Secret, Top Secret). Part B: Facilities, Technical Experience & Compliance Please provide a narrative detailing your firm�s specific experience and capabilities regarding: Facility Specifications: Do you currently own or lease a hangar facility capable of accommodating multiple P-8A (Boeing 737-800) aircraft? If yes, please provide the location, square footage, number of useable hangar spots, available Government Furnished Property (GFP) storage capacity, airfield access (runway suitability), and current/future availability of P-8A maintenance support and test equipment. Security Infrastructure: Does your facility possess the required physical security infrastructure to store and integrate classified GFP, including COMSEC related to P-8A I3B2 capabilities? 737/P-8A Experience: Describe your firm�s specific past performance over the last five (5) years in executing structural, electrical and fiber-optics modifications on large militarized commercial derivative aircraft, specifically the Boeing 737 or P-8A. Does your firm possess a Boeing Special Licensing Agreement (SLA) for Boeing proprietary technical data access? If yes, please describe the general scope of the agreement. Flight Operations Compliance: Does your company have an established, Government-approved Ground and Flight Risk plan in accordance with Defense Contract Management Agency (DCMA) Instruction 8210.1 (Contractor�s Flight and Ground Operations)? Quality Standards: Is your company currently certified to AS9100 / AS9110 (Quality Management Systems � Aerospace) standards? Teaming and Execution: If you are a small business, do you intend to perform at least 50% of the cost of manufacturing/personnel labor with your own employees? If you plan to use subcontractors, describe your proposed teaming arrangements. Part C: Capacity, Throughput, and Sustainment Rates To assist the Government in understanding schedule feasibility, please answer the following rate questions assuming the estimated modification turnaround time is in excess of six (6) to eight (8) months per aircraft: Simultaneous Inductions (WIP): What is the maximum number of P-8A (Boeing 737-800) aircraft your facility can simultaneously house and actively work on (Work In Progress) without exceeding facility or labor capacity? Identify any unique opportunities that exist to conduct the modification concurrently with other contracted P-8A depot level work that may exist on-site. Maximum and Minimum Annual Throughput: Given your current facilities, tooling, and cleared personnel, what is your maximum and minimum annual throughput capacity (total number of P-8A aircraft modified per year) for a modification effort? Surge Capacity: Does your facility and workforce have the flexibility to surge operations (e.g., adding multiple shifts, weekend work) to increase the modification rate if the Government requires accelerated delivery? Part D: Data Rights and Original Equipment Manufacturer (OEM) Agreement Status Because the P-8A platform utilizes Boeing proprietary commercial data, respondents must address their capability to execute modifications without infringing on OEM proprietary rights. Access to this data is required between the OEM and the Prime. Boeing Licensing Agreements: State whether your firm possesses active licensing, data access, or technical assistance agreements with Boeing that cover the P-8A baseline configuration. Associated Costs: Identify if any proprietary access fees, royalty fees, or engineering support fees must be paid to the OEM to execute the Increment 3 Block 2 installation, and whether these costs are built into your standard pricing model or passed through as a direct royalty. Data Rights: Identify any limitations on the government�s rights to technical data or computer software that would result from your proposed installation solution. Specifically, address if your firm�s license with Boeing enables the firm to deliver data to the government with GPR or Limited/Restricted Rights. 5.0 SUBMISSION INSTRUCTIONS All responses must be submitted via email no later than 27 August 2026 at 14:00 EST.
