Introduction: This is a Sources Sought Notice issued for market research and planning purposes only. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ). The Department of the Navy, Naval Sea Systems Command (NAVSEA), is seeking to identify qualified and experienced business entities capable of providing comprehensive industrial, administrative, and logistical support for the SEA21I Inactive Ship Maintenance Offices in each of its three locations (Philadelphia, Bremerton, and Pearl Harbor). The selected contractor will manage the secure custody, maintenance, and disposal of decommissioned, conventionally powered U.S. Navy vessels. Scope requirements include preserving reserve hulls in a water- and weather-tight status, executing complex inactivation/activation cycles, installing and monitoring dehumidification and cathodic protection systems, and preparing stricken assets for final disposition via foreign military sales, SINKEX, reefing, or dismantling. Operations require a SECRET facility clearance and a multi-disciplinary workforce of licensed operators to manage heavy weight-handling equipment (M&WHE) in strict compliance with NAVFAC P-306/P-307. The contractor must perform hazardous material remediation (asbestos, PCBs, mercury, and legacy PFAS/AFFF systems), provide 24/7 physical security, and supply Marine Chemist-certified gas-free engineering. Additionally, the contractor must execute a rapid-response material reclamation program, which may require sourcing and leasing a 75,000-square-foot(minimum) commercial, climate-controlled warehousing facility for harvested fleet assets. Please limit your response to no more than 5 pages. The notice of interest should include the following information: Indicate an interest in submitting a proposal for solicitation N0002426R4203 and for which specific locations. How many employees does your company have? Do you currently possess an active SECRET Facility Clearance (FCL), and how do you manage OPSEC/CUI compliance for your workforce? Provide evidence of your ability to manage and certify Material and Weight Handling Equipment (M&WHE) in strict accordance with NAVFAC P-306 and P-307 standards. How will you rapidly source, secure, and lease a physically secure commercial warehouse (minimum 75,000 sq. ft.) featuring heavy floor-load capacity within a 100-mile radius of the shipyard location that you are interested in proposing on (Philadelphia, Bremerton, and/or Pearl Harbor)? Identify up to three (3) recent contracts (within the last 5 years) of similar size, scope, and complexity involving inactive ship maintenance, complex marine dismantling, or heavy industrial base support. The Government is not requesting interested parties to provide brochures and/or generalized sales-pitch language. Capability and capacity statements shall be specific (quantified as appropriate) and not theoretical in nature to the greatest extent practical. Specifically, parties are requested to provide the following information (as applicable): Company Name Company Address Primary company contacts(s) and associated email addresses, Company website, Business size (small or large) for NAICS code (336611) Company�s socioeconomic status (Woman-Owned, Veteran-Owned, HUBZone, etc.), Company CAGE code and UEI number, and Any other information deemed applicable by the interested party. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. PAE Maritime SEA21I may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. These sources sought announcement is released in accordance with FAR 15.201. These sources sought announcement is not a request for proposal. The purpose of these sources sought announcement is to gather information from the marketplace. Information provided in response to these sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time. When to Submit: Responses are requested no later than 1500 Local Time, Washington D.C. on 26 AUGUST 2026. Disclaimer: This RFI is for Navy information/planning purposes only. All submitted materials will be designated for Government Use Only. Third party support contractors providing support to PAE21I Maritime will have access to the submitted material. These contractors have executed non-disclosure agreements with PAE21I Maritime. Submission of material requested in these sources sought announcement shall constitute consent to allow access to the material/information by any relevant third-party support contractor supporting PAE21I Maritime . Submitted material/information will be safeguarded in accordance with the applicable Government regulations.
