This is a combined synopsis/solicitation for commercial items in accordance with FAR Part 13 prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. The acquisition strategy will be a Small Business set-aside to best meet the needs of the Government. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 36C26226Q1357 is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. (iv) This is set-aside for small businesses. This will be a firm fixed price award, provisions associated with this procurement; NAICS code 339112 and small business size standard is 1,000 employees. (v) The technical specifications are listed as brand name or equal (FAR 52.211-6 is applicable). For equal items, please include technical specifications of the ultrasound systems and components. If technical specifications showing how the equal product meets the salient characteristics are not included, your quote will be considered non-responsive. ****Please refer to Salient Characteristics for full details.**** NOTE: Potential offers must be aware that the items being acquired are procured as Brand Name or Equal. For those items that are or equal , a description of the salient characteristics outlined above. The FAR Clause 52.211-6 Brand Name or Equal applies to this acquisition. Any items quoted as equal not confirming to the requirements of clause 52.211-6 will be considered non- responsive and not considered for award. Vendor Requirements: 1. Vendor shall provide delivery. 2. Vendor shall provide original equipment manufacturer (OEM) comprehensive warranty on the product(s) starting from the first day of delivery. 3. Vendor provides guarantee equipment is free of defects. 4. Authorized distributor letter 5. Schedule of Supplies: Salient Characteristics Transcranial Doppler Core System Requirements: Digital system with M-Mode display. At least 2 independent channels capable of operating between 1 16/20 MHz. 2 probes that can operate simultaneously. Electronically switchable between pulsed-wave (PW) and continuous-wave (CW) modes for 4 MHz and 8MHz probes. Spectra and audio recording capability. Remote control of all vital functions. User-configurable test protocols for different clinical scenarios. Software Features: 2-channel micro-emboli detection program. Color spectrum M-Mode display. Online display of parameters (depth, mean velocity, SV, PI, RI, power, etc.). Database with data sorting and ability to insert new patient data. Report generation facility. Bi-lateral monitoring software with lightweight headband probe fixation. 4/8-view spectra display during monitoring. Probes and Accessories: 2 MHz TCD probes (2 units). 2 MHz hand-held diagnostic probe (1 unit). Lightweight headband for two probes. Stereo headphones (1 unit). Conductive gel (24 tubes, 200 250 ml each). Installation Considerations: Computer and Connectivity Medical-grade PC with: Pentium IV or higher processor. 512 MB RAM or more. 80 GB or larger HDD. 17 or higher, high-resolution LCD TFT active matrix color display. Windows XP or higher OS. Network compatibility. Network support: DICOM, DICOM Structured Reporting, HL7, GDT, SQL. Unlimited review stations for interpretation and post editing. Power and Portability: Supply on a sturdy trolley. Integrated color laser printer. UPS (uninterruptible power supply). Optional: built-in rechargeable battery for portability. Environmental Operation: Storable in ambient temperature 0-50 degrees Celsius and relative humidity 15-90%. Operable in 20-30 degrees Celsius with humidity <70% Meets IEC-60601-1-2:2001 (or equivalent) safety standards. Summary: A minimum TCD system should be a digital, multi-channel, multi-probe capable unit with robust software for emboli detection, spectral and audio recording, and network integration, supported by a compatible PC, essential probes, accessories, and environmental resilience. These specs ensure the system can be used effectively in neurology, ICU, and neurosurgery settings. Contractor must comply with all VA mandated and local permitted/safety requirements. Contractor will dispose of all boxes, trash and debris resulting from installation IAW hospital policy. Remote Support - The contractor will ensure they understand and implement the IT security requirements for system interconnection documents required per the Memorandum of Understanding or Interconnection Agreement (MOU-ISA). The standard operating procedure (SOP) and a template for a MOU-ISA are located on the Information Protection Risk Management (IPRM) Portal and can be provided to the contractor. The facility will work with the contractor to establish a MOU-ISA for this requirement/equipment. Delivery of equipment will be NLT 120 days ARO. Installation of equipment and/or clinical training will be NLT five months after equipment delivery, if applicable. Support Features: Telephone Support: Must include 24x7x365 Unlimited Telephone Support, 24x7 Go-Live Clinical Support by Telephone per Department, 24x7 Ongoing Clinical Support by Telephone per Department for the life of the system. This support must be at no additional cost to the Government. Facility will sponsor and submit necessary paperwork through appropriate channels in order for equipment contained in this contract to obtain TRM and/or RMF and/or any other necessary cybersecurity approvals.
