Each vendor must provide their CMMC UID for each contractor information system that will store the attachments of this RFI. If you have had your access to the attachments rejected, please reach out to the email addresses at the bottom of this RFI with all CMMC UIDs for each contractor information system that will store the attachments. Once the Government receives the CMMC UIDs and is able to confirm the status of the CMMC UID, SAM, and NIST your request will be updated from REJECTED to APPROVED. PLEASE NOTE - IF YOU HAVE NOT YET SUBMITTED A REQUEST FOR ACCESS TO THE ATTACHMENTS, PLEASE READ THE FOLLOWING: When you submit your request for access to the attachments, please make sure you provide the CMMC UID for each contractor information system that will store the attachments of this RFI. Purpose: The purpose of this Request for Information (RFI) is to gauge industry interest and capability in performing portions of the Performance Work Statement (PWS) on a Firm Fixed Price (FFP) basis to support the Atlantic Undersea Test and Evaluation Center (AUTEC) contract. The PWS is grouped by three separate operation groups: Base Operations, Enterprise Operations, and Test Operations. The current contract number is N6660422C0102, and the prime contractor is Amentum Services Inc. AUTEC is the U.S. Navy�s Large-Area, Deep-Water, Undersea T&E Range within DoD�s Major Range and Test Facility Base (MRTFB). The range is located at Andros Island, Commonwealth of the Bahamas (AUTEC/Andros). The contract requires the contractor to supply a highly capable technical workforce who will operate and maintain unique tracking and instrumentation systems to support Navy Developmental and Fleet Training and Readiness Missions. Additionally, the contract establishes the contractor responsible for operation of a self-sufficient one square mile Navy outpost. The tasking is summarized at a high-level as follows: Base Operations on the AUTEC contract includes public works, logistic support, the maintenance/repair/construction of real property and grounds for AUTEC/Andros sites, Permanent-Party Housing, food services, emergency and firefighting services, and solid waste and recycling, in addition to other operation services (please review the attached Performance Work Statement (PWS) for further details). Enterprise Operations encompasses all functions related to General Information Management and Services sustaining AUTEC in the performance of its mission. Enterprise Operations includes the following: program management, oversight and accountability, business operations, management and operation of an effective electronic data interchange system, program documentation support, security, personnel security, industrial/information security, physical/operation/cyber security, Communication security, safety/environmental/energy and water management program support, air-passenger support, in addition to other operation services ( please review the attached PWS for further details). Test Operations are conducted based upon requirements set in Government provided test plans. Test operations include the following: planning/resource scheduling, range systems operations, post mission processing and analysis, and independent test operations systems (marine systems, helicopter services, Acoustic Tracking Equipment (ATE), Underwater Targets, etc.), in addition to other operation services (please review the attached PWS for further details) List of Attachments for this RFI Attachment 1: N6660422C0102 Performance Work Statement (PWS) Attachment 2: N6660422C0102 Workload Factor *Note that the attached PWS and Workload Factor represents the current contract. While updates are underway for new requirements, no major changes are anticipated. NOTE: The RFI attachments are Distribution D, Controlled Unclassified Information (CUI). See below and all attachments for full information and details regarding this RFI. Interested contractors with an active registration in SAM.gov may request access to the attachments section of this solicitation. You must request access to the attachment by clicking on its title and providing the reason you need access. You will not receive immediate access to view the document. The Contracting Office will review your request within SAM.gov to grant or reject your access. NOTE: In order to be granted access to the attachments, your company must have an active NIST Assessment, your company must be Cybersecurity Maturity Model Certification (CCMC) Level 2 (Self) Certified and have an active SAM registration. Please see the below for more information. When requesting access to the attachments, offerors shall provide the CMMC Unique Identifiers (UID) Number associated with the system on which the attachments will be downloaded and stored while retained which is issued by the Supplier Performance Risk system (SPRS), in accordance with DFARS 252.204-7025 �NOTICE OF CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENTS (NOV 2025) �paragraph (d), for each contractor information system that will store the attachments of this RFI. Required CMMC level is Level 2 (Self). Please note that if the CMMC UID is not provided from interested vendors, the request to access the attachments will be rejected. Active registration with the System for Award Management (SAM) is required, pursuant to applicable regulations and guidelines. Registration information can be found at https://www.sam.gov/. Instructions for registration are available at the website. A controlled attachment requires special handling due to the information it contains. The requestor must have a data entry or administrator role within the Contract Opportunities domain for an entity in SAM.gov in order to request access. If you do not have a proper role, you can request it from an existing entity administrator or have the existing administrator assign roles directly to you. If your entity does not have a direct employee, officer or board member appointed as the Entity Administrator, you will need to complete an Entity Administrator Appointment Letter. Respondents are requested to address the following questions regarding the potential FFP Operation Services in their response to the Government. Regarding the three PWS areas detailed above please confirm if your company would be interested in performing the PWS areas on a Firm Fixed Price basis only. Please also confirm the following with respect to each PWS area: Does your company have any reservations for performing all or any portion of the PWS area services on an FFP basis? If so, provide details as to the nature and degree of the reservations and to which tasks or subtask or lower levels they apply. Is your company able to provide FFP estimates for an eight-year or greater contract? If not, are there any strategies you would like the Government to consider to make it more possible for your company? Above and beyond what was provided on the previous contract (Attachment #2), what historical workload data (e.g., service tickets, preventative maintenance logs, equipment age/condition, historical material costs) do you need to provide a competitive FFP proposal without adding excessive risk premiums? For services with highly variable demand (e.g., emergency facility repairs or surge operations), what pricing mechanisms (such as FFP step-pricing, fixed unit rates (ex. FFP LOE), pre-priced quantity bands, or other) do you recommend to reasonably allocate risk between the Government and Contractor?
