1.0 GENERAL THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL PURPOSES ONLY. IT IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE POTENTIAL AND ELIGIBLE BUSINESSES CAPABLE OF PROVIDING THE SUPPLIES/SERVICES DESCRIBED HEREIN, PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL (RFP). ALL CAPABLE LARGE AND SMALL BUSINESSES THAT ARE INTERESTED ARE ENCOURAGED TO SEND IN A CAPABILITY PACKAGE. The Presidential Helicopters Program Office (PMA 274) is seeking information from qualified potential prime contractors that specialize in the design, development, and certification of rotary wing cockpits. This notice is being used for the purpose of determining market interest, availability and adequacy of potential business sources prior to establishing the method of acquisition and issuance of a RFP, including the use of any appropriate small business programs. The data received from this RFI will inform Government market research on potential vendors for a Mid-Life Cockpit Upgrade for the VH-92A. Core capabilities required include systems engineering, requirements management, systems architecture, human systems integration, cyber security engineering, software development, Systems Integration Labs, testing and obtain a Federal Aviation Administration (FAA) airworthiness certification. The VH-92A is a Military Commercial Derivative Aircraft supporting Presidential Lift Missions and is a Public Use aircraft that will maintain a FAA certification throughout the lifecycle of the platform. PMA 274�s objectives in the Mid-Life Cockpit Upgrade are to address obsolescence in the VH-92A cockpit, enhance functionality with integration of military mission functions into an FAA certified cockpit, enhance Open Systems Architecture concepts, achieve weight efficient upgrades to the cockpit, enhance cyber resiliency, and leverage advancements in modern commercial cockpits. THE PURPOSE OF THIS RFI IS TO IDENTIFY POTENTIAL PRIME VENDORS WITH CAPABILITY, TECHNICAL EXPERTISE AND CREDENTIALS TO MEET OUR NEEDS IN A COCKPIT DEVELOPER. IT DOES NOT CONSTITUTE SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. THE GOVERNMENT IS NOT COMMITTED NOR OBLIGATED TO PAY FOR THE INFORMATION PROVIDED, AND NO BASIS FOR CLAIMS AGAINST THE GOVERNMENT SHALL ARISE AS A RESULT OF A RESPONSE TO THIS RFI. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS RFI IS STRICTLY VOLUNTARY. NOT RESPONDING TO THIS RFI DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. 2.0 REQUIRED CAPABILITIES The following is not intended to be a complete list of all efforts planned under the VH-92A Mid-Life Cockpit Upgrade contract but rather focus areas whereby additional information is needed as it relates to industry available data and capability to execute. The Presidential Helicopters Program is seeking information for rotary wing cockpit capabilities related to the VH-92A Mid-Life Cockpit Upgrade: Solutions for modernization and obsolescence of following components Flight Decks and Displays Navigation Systems Safety Systems Internal Communication System Transponders and Surveillance Weather information Solutions for integration of Military unique functions in a FAA certified cockpit Internal Mission Communication External Communication via military radios Integration of Military Positioning aids Integration of alternate display visual information Open Systems Architecture components Lifecycle parts management for cyber security management Roadmaps and alignment with future civil cockpit improvements Weight reduction opportunities Qualified Prime Contractors Requirements: Must have or ability to obtain a Secret Facility Clearance. Must be a U. S. owned and operated company. Must have or ability to obtain FAA approved engineering capabilities in support of obtaining Federal Aviation Regulation (FAR) Part 29 supplemental type certificates (STCs). Must have engineering capabilities to analyze requirements, design solutions, test components, and certify hardware and software for flight. Must maintain quality and manufacturing systems able to produce components for integration on a FAR Part 29 certified aircraft. 3.0 SUBMISSION INFORMATION The requested information herein is to assist the Government in conducting market research to determine if potential business sources have the assets, skills, experience, financial stability, qualifications, rights to technical data, and knowledge required to support, as the prime contractor, the required capabilities. Interested qualified potential prime contractors shall submit a brief capabilities statement package (no more than twenty 8.5 x 11-inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating ability to perform the tasks listed under the required capabilities. This documentation must address at a minimum the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), Commercial and Government Entity (CAGE) code, Unique Entity Identifier (UEI), and a statement regarding current small/large business status. Identification of subcontracting, joint ventures, or teaming arrangement partners. If subcontracting or teaming, please include the structure of such arrangements. Management approach to staffing this effort with qualified personnel. Statement identifying current status of your company�s Facility Clearance and level and your company�s ability to obtain the required facility clearance. Prior/current corporate experience performing efforts similar in scope to the tasking described under Required Capabilities Section within the last five (5) years, if relevant- contract numbers, indication of whether as a prime or a subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the proposed required capabilities and scope of performance. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned, Woman-Owned Small Business (WOSB), 8(a), Hub Zone or Service-Disabled Veteran-Owned Small Business Concern.
