The Government requires commercial lodging services to support personnel attending Regularly Scheduled Drill (RSD) weekends and Rescheduled Unit Training Assemblies (RUTA) for the 187th Fighter Wing (ALANG). In accordance with Federal Acquisition Regulation (FAR) / Revolutionary FAR Overhaul (RFO) Part 10.000, this is a Sources Sought Notice Only. This notice does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). It is not an offer to negotiate or an obligation on the part of the Government to enter into a contract. No formal solicitation document exists at this time. The Government is seeking information for market research purposes only. The Government will not pay for any information submitted in response to this notice, and all responses are strictly voluntary. A. Key Performance Requirements The lodging provider(s) must meet the following baseline requirements derived from the Statement of Work (SOW) but are not limited to the below: Geographic Proximity Constraint: All proposed contracted lodging facilities must be located within a 25-mile radius of the 187FW ALANG facility located at 5187 Selma Highway, Montgomery, AL 36108. Property Type Constraints: The facility must be an indoor-access hotel. Outdoor-access motels are not authorized. Room and Bed Specifications: Standard queen-size bed (minimum). Fully equipped private bathroom (toilet, sink, and shower). Functional work desk or writing table, chair, and desk lamp. Personal occupant climate controls (individual room heating/cooling devices). Adequate ventilation and at least one window equipped with shades or blinds capable of darkening the room during daytime hours. All electrical outlets must be fully functioning. Furnishings must include beds, clean linens, towels, soaps, toiletries, trash cans, and a television with a remote control. The entry door to each room must have a deadbolt lock installed on the inside. Quality and Hygiene: The facility must adhere to standard housekeeping practices in accordance with industry benchmarks (such as daily trash removal, fresh linens, vacuuming, and clean bathrooms). All linen must be guaranteed bug-free, clean, freshly laundered, and completely odor-free. Front Desk Operations: The property must provide a 24-hour reception desk for check-in and check-out services and must guarantee room availability for late arrivals. Government Inspections: The hotel must permit an annual safety, security, and sanitation inspection conducted by personnel from 187FW Services, Public Health, Safety, Security Forces, and the Fire Department. Parking: Complimentary guest parking must be provided at no cost to the individual guests or to the 187th Fighter Wing. B. Reservation, Occupancy, & Billing Rules Rosters: The 187th FW Services Office will provide a roommate roster and a sign-in roster for each monthly training event. Hotel personnel must not alter these rosters without direct authorization from the Services Office. Room Occupancy Structure: Double occupancy is the default booking arrangement for standard personnel. Single-occupancy rooms are reserved for specific personnel classes: Aircrew, First Sergeants, E-8 (SMSgt), E-9 (CMSgt), O-4 (Major) and above, or during active COVID-19/similar sanitation protocols. Any single occupancy booking must be explicitly identified on the official reservation request. Member-Elected Upgrades: If a member designated for double occupancy requests a single occupancy room, the hotel must bill half the total stay cost to the 187th Services Office, and the other half must be charged directly to the member's personal payment card. Incidental Charges: The hotel must not charge the 187th Services Office for telephone calls, movie rentals, internet service upgrades, or sundry items. All incidental expenses must be collected directly from the guest's personal credit card. Tax Exemption: The 187th Fighter Wing is a federally tax-exempt government entity and is not subject to federal, state, or local lodging taxes. Consolidated Billing: The contractor must submit a single, consolidated invoice per training event. The invoice must itemize the names of the individuals, the exact dates of stay, the rate per night, and the calculated total cost. C. Period of Performance The anticipated Blanket Purchase Agreement (BPA) term is five (5) years from the date of establishment. Interested lodging providers must submit a capability statement addressing the criteria listed below. To align with the plain-language and streamlined goals of the FAR Overhaul, submissions must be clear, concise, and must not exceed five (5) pages. 1. Company Profile Company Legal Name, Physical Address, and Website Unique Entity Identifier (UEI) and CAGE Code Active SAM.gov Registration Status Socio-Economic Category Status (e.g., Small Business, HUBZone, SDVOSB, WOSB, or Large Business). Property Owner or 3rd Party: Note 3rd Party Contractors will be required to submit a Letter signed by both 3rd Party Contractor and Hotel to show that there is an agreement between the two. Submission will be a requirement of the Solicitation phase and not required for the Sources Sought. 2. Technical Capabilities Facility Location and Proximity: Confirm that your lodging facility is located within a 25-mile radius of 5187 Selma Highway, Montgomery, AL 36108. State the exact distance. Property Type & Capacity: Confirm your facility features secure indoor-corridor access (no motel setups). Describe the total number of single and double occupancy rooms available to support monthly drill weekends. Administrative Operations: Confirm your ability to accept tax-exempt bookings, process consolidated single-invoice events, and split billing for member-elected single upgrades.
