Proposal Requirement: The Contractor shall submit a technical proposal that fully addresses the requirements of the SOW. A separate price proposal will also be submitted with a detailed breakdown of labor, equipment, materials, and all other associated costs. Proposals are to be submitted electronically. The proposal submitted by the Vendor must be technically acceptable in a line by line review, conducted by the Government, as compared to the scope of work in the SOW. Additionally, the Vendor�s proposed price must be in line with the Government Estimate. Basis for Award: This requirement is intended a a Lowest Price Technically Acceptable competitive award using simplified acquisition procedures. The proposal submitted by the Vendor must be technically acceptable in a line by line review, conducted by the Government, as compared to the work required within the associated SOW. Additionally, the successful Vendor�s proposed price must be the lowest of all technically acceptable proposals. This price shall also be determined both fair and reasonable by the Government.
