THE GOVERNMENT'S OBLIGATION UNDER THIS CONTRACT IS CONTINGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS FROM WHICH PAYMENT FOR CONTRACT PURPOSES CAN BE MADE. NO LEGAL LIABILITY ON THE PART OF THE GOVERNMENT FOR ANY PAYMENT MAY ARISE UNTIL FUNDS ARE MADE AVAILABLE TO THE CONTRACTING OFFICER FOR THIS CONTRACT AND UNTIL THE CONTRACTOR RECEIVES NOTICE OF SUCH AVAILBILITY, TO BE CONFIRMED IN WRITING BY THE CONTRACTING OFFICER. This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; (3) has a Past Performance of no negative FAPIS or CPARS or PPIRS; and (4) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 1. The solicitation number is . This solicitation is issued as a Request for Quote (RFQ). A Firm FA486126Q0019 Fixed Price type contract will be awarded. 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026. 3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 611692 - Automobile Driving Schools, Small Business Size Standard $10M. 4. Offeror's shall provide a completed Price List (see "Attachment 2 - Price List"). 5. Offeror's shall provide a completed Past Performance List of References (see "Attachment 3 - Past Performance list of References"). Offeror's without a record of past performance will not be evaluated favorably or unfavorably on past performance. A strong record of relevant past performance may be considered more advantageous to the Government. DESCRIPTION OF SERVICES: The contractor shall provide services necessary for Motorcycle Safety Training Course, per DAFI91-207, , to Nellis Air Force Base. This service shall The US Air Force Traffic Safety Programinclude certified Motorcycle Safety Foundation (MSF) instructors, equipment, tools, materials, and supervision. The contractor shall provide the MSF Basic Rider Course (BRC) and the MSF Advanced Riders Course (ARC). PLEASE SEE "Attachment 1 - PWS" FOR MORE INFORMATION. 7. Period of Performance:1 October 2026 - 30 September 2031. 8. Place of Performance: Nellis AFB, NV 9. Inspection and Acceptance: FOB Destination Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A 76 competition performance decisions).
