This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QK0000024 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO), initiated under Executive Order 14275: Restoring Common Sense to Federal Procurement. The applicable North American Industry Classification System (NAICS) code is 811310. The small business size standard is $12.5M Annual Receipts. This is an unrestricted requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. SCHEDULE OF SERVICE Line Item 1: Nomenclature: PACKAGECARE � 9/20/2026 � 9/19/2027 Part Number: N/A Quantity: One (1) *(Documentation is requested in the Schedule of Services to include part numbers covered, parts, repair, maintenance, and labor deemed necessary that is included in the warranty/service PackageCare agreement) The Original Equipment Manufacturer (OEM) of this item is Ingersoll-Rand Industrial U.S., Inc. (Cage 9MC93). All repairs shall be performed by the OEM or an OEM authorized repair facility. Concerns that OEM authorized have the expertise and required capabilities to repair/service this item are invited to submit offers in accordance with the requirements stipulated in this solicitation. In compliance with FAR 5.102(a)(6), a redacted copy of the justification and approval for other than full and open competition is attached to this solicitation. The USCG intends to award a firm-fixed price Purchase Order (PO) on a sole source basis directly to the OEM � Ingersoll-Rand Industrial U.S., Inc. (Ingersoll)(Cage Code 9MC93), for PackageCare service and warranty package for the Air Compressor, P/N: NVC800, P/N: RS75i, and P/N: FA1560IG. Ingersoll owns all the proprietary rights, technical specifications, and service and repair manuals that is required to maintain the equipment. This Air Compressor is a required component to operate the Engine Test Cell. PackageCare is required in order to keep the equipment operational and have the ability for IOD to test aircraft engines across all platforms at ALC. Ingersoll is the OEM and the only source who can provide the service /warranty for the Air Compressor and components. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY.
