This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. (ii) Solicitation number FA468626QS018 is issued as an RFQ. (iii) Solicitation FA468626QS018 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (iv) This procurement is a 100% Small Business set-aside under NAICS code 238150. Other NAICS codes will be considered if the required small-business size standard of $19.0M is met. (v) A list of line item number(s) and items, quantities, and units of measure is identified in Attachment 1 - Solicitation, Under Supplies or Services & Prices or Costs. Offerors shall return completed as part of quote submission. (vi) This requirement is for the 9th Force Support Squadron (9FSS) at Beale AFB. The dining facility experiences excessive solar heat, glare, and occupants experience discomfort due to unfiltered sunlight entering through exterior windows. Existing window film is aged, degraded, and no longer meets mission or energy?efficiency requirements. Updated commercial?grade window tint is required to improve energy performance, enhance privacy, and maintain a professional appearance consistent with Air Force facility standards. The Government requires installation and replacement of window tint of Beale AFB's Dining Facility (otherwise known as DFAC). The full details and requirements are provided in the Attachment 2 � Performance work statement (PWS). (vii) Date(s) and place(s) of delivery and acceptance and FOB point is identified in Attachment 1 - Solicitation, Under Deliveries or Performance Schedules. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and the specific instructions to Offerors are identified in Attachment 1, Section L - Instructions, Conditions, & Notices to Offerors or Quoters. (ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in Attachment 1, Section M - Evaluation Factors for Award. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.
