This is a combined synopsis/solicitation for a construction requirement prepared in accordance with the Federal Acquisition Regulation (FAR), including FAR Part 13, Simplified Acquisition Procedures, and FAR Part 36, Construction and Architect-Engineer Contracts, as applicable. U.S. Fish and Wildlife Service, Modoc National Wildlife Refuge � Alturas, California design and construct requirement for a durable, safe, and structurally sound in-canal concrete water control structure that meets all regulatory standards. The structural integrity and safety shall ensure the in-canal structure is built to support the expected load capacities, tractor trailer and pedestrian traffic. The in-canal shall adhere to applicable safety standards and codes to mitigate risks during construction and throughout the operational life of the structure. The functionality and accessibility must provide a seamless connection between the specified locations to enhance efficiency and administrative access. Sustainability and environmental considerations should minimize environmental impact through the uses of sustainable materials and construction practices. Implement measures to protect nearby ecosystems and waterways during construction and operation. The compliance and quality assurance shall follow all local, state, and federal regulations governing construction activities. This Request for Proposal (RFP) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2025-06.
