The Federal Prison Industries (FPI) intends to solicit and award a competitively negotiated Architect and Engineer (A&E) Indefinite-Delivery, Indefinite-Quantity (IDIQ), Multiple Award Contract needed for new construction, renovation, alteration and repairs. The Architect and Engineer (A&E) shall furnish professional architectural, engineering, and related technical services, as specified herein, to the United States Government, Department of Justice, Federal Prison Industries (FPI). The resulting contracts will consist of a one?year base period and will include options for four additional one?year periods. All work performed under this contract shall pertain to projects located at FPI facilities within the contiguous United States. Pursuant to the terms of this contract, the A&E may be required to perform services under the following major categories, including other closely related services as necessary: � Review design and construction documents prepared by other A&E firms or by FPI personnel. � Prepare, develop, and produce design and construction documents for new facility construction, facility additions, and renovation or modernization of existing facilities. � Develop detailed and accurate cost estimates for construction activities, renovations, contract modifications, and claims. � Conduct Value Engineering (V/E) analyses and perform additional cost evaluation studies, as required. � Develop, maintain, and update project schedules and construction schedules. � Provide assistance in preventing, mitigating, and resolving disputes or claims arising from design or construction activities. � Furnish comprehensive architectural and engineering services encompassing all disciplines necessary to ensure the successful execution and completion of assigned projects. � Provide, as required, studies; design development; construction documents; technical specifications; support during bid negotiation; construction administration; and project closeout services. � Develop procedures, prepare construction documents and work statements, support master planning efforts, conduct regulatory compliance evaluations, and assist in the preparation of design?build documentation. � Prepare construction specifications that uphold the principles of full and open competition. � Comply with all general requirements applicable to task orders issued under this contract. In accordance with the Brooks Architect-Engineer Act, award(s) shall be made to the successful firm(s) based on demonstrated competence and qualifications to perform the services at fair and reasonable prices. Prior to this solicitation issuance, technical evaluations were conducted. This solicitation was then issued to the most highly rated firm(s). Therefore, in response to the solicitation, consideration for a contract award will be based solely upon the hourly rates, overhead and profit that are proposed and found to be fair and reasonable. Offerors are advised that award maybe made without discussions. Therefore, the initial proposal should provide sufficient information to recommend award without discussions and should reflect the offeror�s ability to perform at a reasonable price.
