Question and Answers 12-Mar-2019 1. What are the required lumens in the cabinet - understand they are to be LED? Response: 3.1.2.3 The cabinets shall include ample ceiling mounted LED lighting (3,000 lumens minimum)-------------------------- 2. Where are the compressed air locations for each cabinet? Response: 8.1 The Contractor shall provide utility requirements in his proposal. The contractor shall branch off each Government compressed air line provided for each blast cabinet pressure pot. The contractor shall specify the pipelines diameters. Each Government compressed air line will have a shut-off ball valve. The contractor will connect each compressed air line to his dedicated drain/filter and provide the necessary dedicated filters, regulators, gauges, fittings, unions and hoses to power all pneumatic systems on each blast cabinet and dust collector. The contractor shall provide his standard electrical panel at the equipment and run electric power from Government disconnect panels. This installation related data shall also be included in the operation and maintenance manuals shipped with the equipment. Response: 9.1 The Government shall provide utility disconnects to include an electrical disconnect panel located near (within 10 feet) each blast cabinet and run an appropriate diameter (based on contractor pressure pot filter inlet size) compressed air line with a ball valve shut-off within 10 feet of the equipment. 3. Are each compressed air connections to the individual cabinets to have a dedicated ball valve, drain / filter, regulator / gauge and unions on either end? Response: 8.1 -- The contractor shall branch off each Government compressed air line provided for each blast cabinet pressure pot (See 3.1.3.1). The contractor shall specify the pipelines diameters. Each Government compressed air line will have a shut-off ball valve. Is there a sound attenuation requirement for the cabinets at 3 ft? Response: Follow the ACGIH recommendations for noise exposure. 3.4.2 The system shall be designed for operator noise exposure levels not to exceed 80dB under normal operating conditions. Muffled air inlet and exhaust plus sound deadening foam shall be applied to reduce sound levels outside of the cabinet below 80 dBA. 5. How many manuals shall be required for each machine? Response: 3.6.1 The Contractor shall provide two Operational and Maintenance Manuals with delivery of each unit-------- 6. What is the height of room 201? 8.3.1 --------Note the contractor blast booths shall be small enough to enter room 201 via the 8 ft wide x 9 ft 7 in high rollup door. Room 201 floor to ceiling clearance is 165 inches (13 feet 9 Inches). 7. Electrical disconnects shall be provided for each cabinet? Each unit to be NRTL certified? Response: 3.4.4 The United States Occupational Safety and Health Administration (OSHA) requires that 38 different types of products, devices, assemblies, or systems used in the workplace be "approved" (i.e., tested and certified) by third-party organizations identified as Nationally Recognized Testing Laboratories (NRTLs). If blast cabinets fall into this 38 categories then the NRTLs certification shall be met. 9. Dust discharge drums to be provided by whom, on pallets, what height? Response: 3.1.4.6 The contractor shall provide with each cabinet a fully sealed dust removal systems to include dust discharge drums that prevent operator exposure to dust resulting from blasting. These dust collection containers shall sit on the floor and be locked in place during operation and be equipped with gaskets that provide a seal at all times. The drums height shall be based on the vendor's design. 10. Spare parts to be priced and submitted with the proposal to provide a total cost comparison? Response: 7.1 The contractor shall provide a list of spare parts in his maintenance manuals but shall not provide any spare parts under this contract or include any spare parts cost data in his proposal. 11. Training to consist of 4 hours class using the specific manual for the machine, followed by 4 hours Of hands on training, with another 4 hours to over site the operation of blasting the 2nd day? Response See 6.5 below 12. Contractor to assist operators in generating an actual / proved " start up, shut down and operating" procedure. Copy to be laminated and place on the machine and in the manual - enabling any untrained person to be able To safety / properly operate the equipment. Response 6.5 Training shall consist of a 4 hour class using the specific manual for the machine, followed by 4 hours of hands on training the first day. The second day shall include 4 hours where the contractor oversees a blasting operation and helps the operators develop a stat up and shut down procedure. The procedure shall be laminated and placed on each machine and in the each machine's manual to enable any untrained person to be able to safety and properly operate the equipment. 13. Clarify 1.2.1.2 is not applicable " siphon feed"? Response: Understood 1.2.1 --- This specification shall consider the procurement and installation of direct pressure feed systems. 14. Clarify 3.1.1.15.1 ISO 9001-2000 is obsolete? Response: 3.1.1.15.1 The blast cabinets shall be certified to ISO 9001-2015 requirements and the manufacturer shall provide certification documentation that specifically identifies the cabinets being provided to the government are ISO 9001-2015 certified. 15. Clarify 3.1.2.6 how long of a time delay is required - generally by the time the operator Stops blasting, put the part and the nozzle down, removes their arms from the gloves - this would be approximately 7- 10 seconds - 20 air exchanges per minute would be 1 exchange every 3 seconds, is a time delay really needed? Response: standard vendor time delay is acceptable. 16. Clarify 3.1.3.1 this is in addition to the regulator, drain / filter to the blast cabinet - an additional dedicated for the blast pot? Response: No this is all for the pressure pot, 8.1 The Contractor shall provide utility requirements in his proposal. Clarify 3.1.4.5 what is the acceptable level for concentration of contaminants being discharged through 2 HEPA filters into an enclosed room? Response: 3.1.4.3 Cabinet's secondary HEPA filter efficiency shall be a minimum of 99.97% at .3 microns. Questions and Answers from 14-Mar-2019 1. Exception 3.1.2.1 our standard blast cabinet is 14 gauge, note- the wear areas are protected by rubber curtains. Response: The 14 gauge requirement cannot not be waived, thickness is what the production POCs want. 2. 3.1.3.1 is normally used specifically for plastic media 60 degree cone Response 3.1.3.1. ----- The 60 degree bottom cone design may vary based on the type of media to be used such as glass bead and aluminum oxide. 3. Having both doors open on the blast cabinet for purposes of layout on the medium blast booths would be (42+60+42 42+60+42 42+60+42 42+60+42 = 48 ft would not fit in allotted space of 43'-2" Response: 3.2.1.3 The total system footprint (including cabinet, reclaimer, and dust collector) for all four medium cabinets operating side by side shall fit in an area of 43'2''W x 10'2''D x 10' H, this can include a shared track design by two blast cabinets and doors overlap, that is not all eight doors opened at the same time.
