Notice description

Source text reproduced without an AI summary.

The Administrative Office of the United States Courts (AO) is issuing this Request for Information (RFI) solely for market research and acquisition planning purposes. The Government is seeking industry feedback to better understand commercial capabilities, customary business practices, and pricing methodologies in order to refine the requirement and develop the most appropriate acquisition strategy. This RFI is not a solicitation, does not constitute a request for proposals and will not result in the award of a contract. To maximize the value of this market research, the Government does not intend to respond to vendor questions or issue formal clarifications during the RFI response period. Instead, respondents are encouraged to identify any assumptions made in preparing their responses, including assumptions regarding scope, quantities, performance expectations, or other factors that affect their recommended approach or pricing. Identifying these assumptions will provide valuable insight into areas where the Government may need to further define or clarify the requirement. The Government is particularly interested in understanding how industry would structure pricing for the contemplated requirement. Respondents are encouraged to describe their commercial pricing models, contract structures, and any pricing assumptions that would influence their proposed approach. Illustrative pricing methodologies, sample pricing structures, budgetary estimates, or other pricing information are welcome and will be used solely for market research purposes. Industry feedback will assist the Government in determining the acquisition strategy that best aligns with the requirement, including whether a Blanket Purchase Agreement (BPA), an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, or another contractual approach is most appropriate. The Government encourages respondents to recommend the contract vehicle and pricing structure they believe would best support efficient performance and provide the greatest value. Please read the Statement of Work (SOW) before answering the following questions: 1.Has your company successfully managed and executed a task of this size andcomplexity? If yes: a)Describe the Cost Benefit Analysis (CBA) framework you use/used, includinghow you identify and measure benefits and costs (quantitative and qualitative) andcalculate benefit-cost ratios or net benefits. b)Describe your organizations experience delivering AI solutions to criminaljustice, corrections, or court-related agencies at the federal and/or state level. c)Describe your data governance framework including how personally identifiableinformation (PII) and other sensitive data are handled, stored, and protected. d)Provide a brief example of a recent Use Case - CBA you performed, including thescope, key findings, and how the analysis influenced decision-making. 2.Does this SOW cover all possible outcomes and deliverables? 3.Are there any risks associated with the required tasks? RFI Questions (Cost Benefit Analysis AI Use Cases) 4. Can you provide the types of data you require from the Government to perform the analysis (e.g., staffing, overhead, operational data, system access etc). 5. Can your solution be packaged per use case? (small, medium, large?) 6. What would be the most appropriate CLIN structure for an award to fit your solution? 7. What is the best procurement strategy? FFP or T&M? Please expand why. 8. What is the estimated value of a project this size? 9. Are you registered in SAM.gov? If so, what is your UEI, Name of company, address, and contact information. 10. Are you on any GSA Schedules? 11. What NAIC Codes are associated with your solution? 12. How long does it take to do perform CBA for a typical use case? 13. What skills are required to do a CBA at an enterprise level, vs program level? 14. Can you provide resources that have Tier 4 Suitability clearances? The contents are subject to change and may be revised based on the responses, feedback, and questions received from industry. The issuing organization reserves the right to modify, clarify, add, or remove requirements and other content before issuing any future solicitation or procurement-related documentation. NOTE: Security Requirements FedRAMP authorization is not a requirement or policy of the Authorizing Official (AO). However, respondents should ensure that their proposed security architecture, controls, and security perimeters meet the applicable Judiciary Information Security Framework (JISF) requirements.
