This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HDTRA126Q0022 and is issued as a Request for Quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) and Defense Federal Acquisition Regulation Supplement (DFARS).This acquisition is set aside 100% for Small Business. Line Item Information CLIN 0001: Commercial-Off-The-Shelf (COTS) High Performance Simulation Workstation Quantity: 2 Each Pricing Arrangement: Firm-Fixed-Price Minimum System Specifications: Total System CPU: 128 cores / 256 threads, Minimum 128 physical cores, with a base clock of at least 2.25GHz and a turbo boost capability of up to 4.5GHz or higher. Motherboard: At least one (1) usable NVMe PCIe Gen 4 (or better) slot for the boot drive, and at least one (1) usable PCIe Gen 5 x16 slot. Boot Drive: 2TB PCIe Gen 4 NVMe SSD (7,000 MB/s sequential read or greater).Work Drive: 4TB PCIe Gen 5 NVMe SSD (12,000 MB/s sequential read or greater).Storage Drive: 16TB HDD. Memory: 2TB DDR5 ECC RAM (6400MHz).Graphics Card: 96GB VRAM with native Compute Unified Device Architecture (CUDA) support. Networking: On-board 1x Gbps. Cooling: Desktop-friendly quiet air or water-cooling. No server-grade fans. Power Supply: Minimum 2000W, Platinum-rated efficiency. OS: Windows 11 Pro or Windows 11 Pro for Workstations. Stress Testing: The system must undergo comprehensive stress testing to verify it operates at optimal performance and temperature. This testing must ensure no system crashing occurs due to overheating or hardware failures within an ambient working environment ranging from 73-81 degrees Fahrenheit. A final test report documenting these results and system stability must be provided to the Government to facilitate final inspection and acceptance of the hardware. Couriers without existing sponsorship privileges require 72 hours notice to the DTRA Ship-To point of contact to establish sponsorship. Instructions to Offerors (Addendum to FAR 52.212-1)Offerors shall submit a single, consolidated proposal in response to this solicitation. Include your company Unique Entity Identifier (UEI) Number, Point of Contact, and CAGE Code on your quote. Submission Method: All quotations shall be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Portal. Submissions will NOT be accepted via email under any circumstances. Proposal Contents: Pricing Information: A completed SF 1449 (or equivalent quote document) with the unit price of the offeror and total price for CLIN 0001. The unit price shall be all-inclusive for one workstation, including FOB Destination shipping. Technical Information: A technical narrative demonstrating that the proposed product meets or exceeds every minimum specification listed above. The technical portion must use a format for a direct, one-to-one comparison between the minimum specification of the Government and the proposed item of the offeror. OEM Authorization: Offerors shall be an Original Equipment Manufacturer (OEM), an OEM authorized dealer, an authorized distributor, or an authorized reseller for the proposed equipment. Questions: All questions regarding this solicitation shall be submitted via email to the primary POC no later than 11:00 AM on July 24, 2026. Evaluation Factors for Award (Addendum to FAR 52.212-2)The Government intends to award a firm-fixed-price contract to the responsible offeror who submits the lowest-priced, technically acceptable proposal. This is a Lowest Price Technically Acceptable (LPTA) source selection. Step 1: Technical Acceptability Evaluation. Proposals will be evaluated on a pass or fail basis. To receive a pass, the proposal must demonstrate that the proposed workstation meets or exceeds all minimum specifications. Any proposal that fails to meet one or more minimum specifications will be rated fail and removed from consideration.Step 2: Price Evaluation.Proposals determined to be technically acceptable will be ranked by the Grand Total price for CLIN 0001 (Quantity 2).
