The purpose of this amendment is to attach the graphics requirements and provide additional specifications for the trailer height, UPS system, EIA equipment rack, roof-mounted antennas, and exterior monitor. Procurement: 42 ft. Mobile Command Center (MCC) TrailerSCOPE:The contractor shall design, manufacture, and deliver one (1) custom-built, heavy-duty Mobile Command Center (MCC) trailer. The MCC will serve as a multi-agency incident command post for FES, Police, Guards, and Garrison Command Staff during large-scale emergencies.PLATFORM AND EXTERIOR SPECIFICATIONS:Dimensions: Minimum 42 ft. Length x 8 ft. Width (nominal).Hitch Type: Heavy-duty 5th-Wheel Kingpin (or Gooseneck) configuration, matched to a GVWR appropriate for the fully loaded trailer.Slide-Outs: Minimum of two (2) flat-floor slide-outs to maximize interior operational space.Leveling System: Heavy-duty automatic hydraulic leveling system (minimum 4-point).Awning: One (1) heavy-duty motorized awning on the curbside, positioned to cover the exterior monitor, with an automatic wind-retraction sensor.Graphics: Full custom exterior vinyl wrap with Department of War / Garrison FES branding and reflective striping (graphics package to be approved by the Government post-award).Lighting:Minimum of two (2) high-lumen LED scene lights per side (8 total).Full emergency warning light package (Red/Blue LEDs) conforming to emergency vehicle standards.POWER AND CLIMATE CONTROL:Generator: Minimum 20kW Onan (or equivalent) commercial-grade diesel generator with remote interior start and custom fabricated fuel cell.Climate Control: Three (3) 15,000 BTU roof-mounted HVAC units with heat pumps/strips, ducted for even air distribution, capable of maintaining 70?F interior temperature in extreme high-heat environments (110?F+ ambient).Shore Power: Heavy-duty shore power connection (e.g., 50A or 100A as appropriate for load) with a minimum 50-foot heavy-duty male-end umbilical cord.Power Protection: Rack-mounted Uninterruptible Power Supply (UPS) sized to support the communications and server rack to prevent drop-outs during power transition.INTERIOR LAYOUT AND FINISHES:Zones: Trailer must be divided into a Main Operations Area and a secure Conference Area, separated by a sound-deadening door. No lavatory or kitchenette to be included.Workstations: Six (6) total dedicated workstations. One (1) workstation must be customized specifically for a Dispatch Console.Desks/Cabinetry: Heavy-duty, commercial-grade desks and overhead/under-desk aluminum or high-pressure laminate storage cabinetry for each workstation.Whiteboards: Two (2) large magnetic dry-erase whiteboards (one in the main area, one in the conference area).COMMUNICATIONS AND TECHNOLOGY:Server Rack: Minimum one (1) full-height or half-height 19 inch EIA equipment rack structurally mounted and cooled.Radio Prep: Pre-wired for Government Furnished Equipment (GFE) Motorola and Harris radios. Must include roof-mounted antenna bases and coaxial cable runs to all six (6) workstations.Network/Data: Trailer must be pre-wired with CAT6 ethernet drops at all workstations, routed back to the server rack, ready for Government-installed FirstNet routing equipment.Monitors:One (1) large touchscreen interactive monitor mounted in the Conference Area. Interior Height: Thetrailer must have a minimum interior height of 80 inches (6 ft. 8 inches). This ensuresadequate head clearance for personnel and allows for the installation of overhead LEDlighting, wire runways, and ducted HVAC systems without restricting movement. ExteriorHeight: The overall exterior height of the trailer must not exceed 12 feet 6 inches (150inches) in its stowed/transport configuration. This measurement must include all roofmountedequipment, such as low-profile HVAC units, stowed light towers, and antennas, toguarantee clearance under standard highway bridges and overpasses. Runtime: The UPSsystem must be capable of powering all critical communication and network routingequipment for a minimum of 30 minutes under a full operational load. This runtime isintended to act as a power bridge, allowing safe power transition between Shore Power andthe onboard generator, or enabling a graceful shutdown of critical systems during a powerfailure. Wattage/Capacity: The syFor tstem must support a minimum continuous load of3,000VA / 2,700 Watts. The vendor must supply a double-conversion online UPS to ensuresensitive radio and IT equipment receive clean, regulated power, isolated from voltagespikes or generator sags. Rack Units (RU): The equipment rack must provide a minimumof 16U of usable rack space to accommodate patch panels, network switches, routers, theUPS, and radio chassis, while leaving room for future expansion. Rack Depth: The rackmust have a minimum usable depth of 25 inches (front-to-back rail depth) to safely housedeeper server-style equipment and the UPS chassis. The rack must also feature front andrear adjustable mounting rails and robust rear cable-management brackets designed towithstand transit vibration. Antenna Bases: The trailer must be equipped with a minimumof 6 roof-mounted antenna bases (standard threaded NMO mounts). Installation Detail: Thebases must be spaced at least 3 feet apart to prevent RF interference. They must be prewiredto the internal EIA equipment rack using low-loss coaxial cable (such as LMR-400or equivalent) and must include solid copper grounding planes integrated into the roofstructure.
