Only Contracting officers are legally authorized to commit the government, and no commitment is made until a contract is executed. 1.0 OVERVIEW 1.1 INTRODUCTION: The 374th Contracting Squadron (374 CONS) is conducting a Commercial Solutions Opening (CSO) authorized by Department of Defense (DOD) Class Deviation 2022?O0007. Under a CSO, the Department of The Air Force (DAF) may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement, to acquire innovative commercial items, technologies, and services based on a review of proposals by scientific, technological, or other subject?matter experts within the DAF. Under this CSO, all items, technologies, and services shall be treated as commercial items. 1.1.1 Innovative means: 1.1.1.1 Any technology, process, or method, including research and development that is new as of the date of submission of a proposal; 1.1.1.2 Any application of an existing technology, process, or method that is new as of the date of submission of a proposal; or 1.1.1.3 A new application or adaptation of an existing technology, process, or method as of the date of submission of a proposal. 1.1.2 All items, technologies, and services acquired using a CSO will be treated as commercial items if they meet above definition of innovative. The Government encourages proposals that span a wide spectrum of possible technical and business solutions in response to the specific technology areas/topics/areas of interest stated herein. 1.1.3 This acquisition is Full and Open Competition. 1.2 AUTHORITY: This CSO is issued in accordance with R-DFARS Subpart 212.70, for the acquisition of innovative commercial products or commercial services. The use of a CSO is permanently authorized by section 803 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022 (Pub. L. 117-81) codified at 10 U.S.C. 3458. 1.3 SCOPE The scope of this CSO encompasses the Areas of Interest (AOI) identified in Attachment 1: Areas of Interest (AOI) and Mission Organization Alignment. The Government seeks to obtain innovative solutions or new capabilities that fulfill requirements, close capability gaps, and/or provide potential technological advancements. Meaningful proposals with varying technical or scientific approaches are anticipated. Potential offerors are advised that awards resulting from this announcement may be modified during performance to effect within-scope changes including, but not limited to, increase in value and/or level of effort as the Government explores the innovative solution. 1.3.1 AOI 1 � On-base Refuse Disposal and Incinerator Operation 1.3.2 AOI 2 � Off-base Refuse Disposal Service 1.4 TYPE OF CONTRACT: The DAF anticipates the award of a Firm-Fixed Price type contract in accordance with RFO Part 12. Offerors are encouraged to review RFO 52.212-4 for standard terms and conditions of a RFO Part 12 contract. 1.5 CSO PROCEDURE: TWO-STEP CLOSED 1.5.1 Step 1: Submission of a brief white paper in accordance with (IAW) Attachment 2: White Paper Template. The Government reserves the right to require a Pitch in lieu of a white paper. An evaluation panel will then select, IAW section 3 and Attachment 6 of this CSO, the white paper(s) that best meets the Government�s desire for solutions to its stated AOI. 1.5.2 Step 2: Selected offerors will be invited to submit full proposals based on favorable evaluation results of White Papers. Proposals will be requested via a Request for Proposal (RFP) letter by the contracting officer, and will contain separate submission instructions and applicable due dates and timelines. Proposals are not required until RFP has been sent. The proposals will include information/formatting IAW attachments 3-5, and be evaluated IAW section 4 and Attachment 6 of this CSO and as specified in the RFP. 1.5.2.1 Unsuccessful offerors will be notified by the Government, either via email or letter, to inform them that the proposed effort is not of interest to the Government at this time. NOTE: During any step of the CSO, the Government may send questions or comments via email for the offerors to address 1.6 ELIGIBILITY: This is an unrestricted solicitation. Offerors are encouraged to complete the Annual Representations and Certification in the System for Award Management (SAM) at https://sam.gov as soon as possible. To be considered for award, offerors must be registered in the SAM, be considered responsible within the meaning of RFO Subpart 9.1, �Responsible Prospective Contractors,� have a satisfactory performance record, and otherwise be eligible for award based on federal law and regulation. 1.7 AVAILABILITY OF FUNDS: 374 CONS intends to fund successful efforts in Fiscal Year 2028 (FY28) or later date. Exceptions may be considered for individual projects based on operational need. All awards are subject to the availability of funds. 1.8 ANTICIPATED NUMBER OF AWARDS: The DAF does not have an anticipated number of awards per year for this announcement.
