Construction Industry Day Introduction In accordance with FAR Companion (FC) 10.001(c), this notice is for information and planning purposes only and is not to be construed as a solicitation or obligation on the part of the Department of Veterans Affairs (VA), nor will the VA pay for information requested. This notice is being issued as a save the date for a potential industry day and to gauge interest in and availability for such an event. All information contained herein is tentative and/or estimated and subject to change. Event Information Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is considering hosting an industry day event at the Lexington VA Health Care System (LVAHCS), Franklin R. Sousley Campus for all businesses (including, but not limited to, general contractors, subcontractor trades, and material suppliers) interested in the upcoming Construct New Radiation Oncology Building Minor construction project. This event will offer interested parties the opportunity to see the proposed project site, interact with VA and other attendees, and provide feedback to help the Government improve project outcomes. The two potential dates for this event are Wednesday, August 19, 2026, OR Wednesday, August 26, 2026. This will be a one-day event. Final details will be issued in an amendment to this notice. Project Description The LVAHCS has completed design and is seeking to construct a 14,000 square foot Radiation Oncology Clinic at the Franklin R. Sousley Campus. This facility will be new construction and will include one (1) MR-Linear Accelerator (MR-LINAC), the first of its kind in the VA as well as the state of Kentucky. This project will also include an additional linear accelerator (LINAC) along with one (1) CT Simulator. This project also includes exam and clinic space to include exam rooms, procedure rooms, and required support functions. Currently the LVAHCS utilizes care in the community to provide radiation therapy treatments to Veterans. The construction of this facility allows the LVAHCS to provide Veterans complex cancer care in one consolidated location. The construction of this facility will also allow the Lexington VA to treat veterans in the VA system from other locations to include Louisville, Cincinnati, and Huntington hospitals. Professional Services A/E The VA has hired Alesia Architecture LLC to provide design services for this project. CxA The VA has hired Alares LLC to provide commissioning services for this project. Linear Accelerator Vendor Elekta will provide the MR-LINAC as well as the LINAC for this project. Elekta will be involved with room specific requirements for both machines and will provide period inspections to ensure compliance with their site specific drawings. CT Simulator Vendor Siemens will provide the CT Simulator for this project. Siemens will be involved with room specific requirements and will require coordination with for delivery and installation. Procurement Information The proposed project will be a competitive firm-fixed-price contract utilizing the design-bid-build approach (final specifications and drawings will be provided). The anticipated solicitation will be issued as a request for proposals (RFP) in accordance with FAR part 15, considering technical and price factors. The full acquisition strategy for this proposed project has not yet been developed and will be determined after the industry day and any additional market research are concluded. In accordance with VAAR 836.204, the estimated magnitude of construction is between $10,000,000 and $20,000,000. The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. This office plans to award a contract for these services no later than the second quarter of fiscal year 2027. Contract duration is estimated to be 18-24 months, with substantial completion in the Fall of 2028. Administrative VHA PCAC is requesting that all interested parties email the following information to the point of contact on page 1 by 4:00 PM ET on Wednesday, August 5, 2026: Organization name Business size based on NAICS code 236220 and, if applicable, socioeconomic business type Availability for each potential date: 8/19/2026 8/26/2026 Number of attendees (up to three per company) Responses must include the notice ID number and project title in the subject line of the email. Any response to this notice will not be considered a bid or proposal. Respondents are advised that the Government is under no obligation to acknowledge or provide feedback with respect to any information submitted under this notice. All business sizes and socioeconomic categories are encouraged to respond to this announcement and attend the event. Please do not submit a full capability statement at this time. Separate from this industry day, the VA will be conducting market research for this requirement via a future sources sought notice posted to SAM.gov under the same notice ID. If a solicitation is released, it will be synopsized in Contract Opportunities at https://sam.gov/. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis.
