This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) receives a rating of �Acceptable� on the Technical Capability evaluation factor; and (3) represents the best value to the Government based on a tradeoff between the proposed Period of Performance start date and the Total Evaluated Price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. Award will be made on a Best Value Tradeoff basis between the proposed Period of Performance start date and Price. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 1.
