The Government is seeking capable commercial systems integrators and security contractors to provide a turnkey Physical Access Control System (PACS) upgrade across federal law enforcement and administrative facilities during fiscal year 2027. The requirement is anticipated to be structured as a two-phase contract: Phase 1 (Assessment & Design): Perform site surveys, audit existing door hardware/power/network infrastructure, conduct a FICAM/ISC risk review, and deliver a 100% System Design Package. Phase 2 (Procurement, Installation, & Testing): Upon Government approval of the Phase 1 design, procure hardware, install FICAM-approved readers/controllers, run cabling, integrate head-end software/servers, perform testing, and train administrative personnel. Performance will occur across facilities situated in three primary geographic regions: Washington, DC Region: 1901 Anacostia Drive SE, Washington, DC 20020 (and associated district facilities) New York / Staten Island Region: 210 New York Ave, Staten Island, NY 10305 San Francisco, CA Region: 1217 Ralston Ave, San Francisco, CA 94129 In response to this sources sought, please provide the following by email to michelle_shoshone@ios.doi.gov 1. Does your company have experience performing PACS assessments and designs compliant with Federal Identity, Credential, and Access Management (FICAM), HSPD-12, FIPS 201, and Interagency Security Committee (ISC) standards for federal law enforcement or detention/holding facilities? 3. Does your staff include engineers or designers holding CSEIP (Certified System Engineer ICAM Fellow), CPP, or PSP credentials? Please detail relevant certifications. 4. What open-architecture PACS platforms, head-end software, and GSA Approved Products List (APL) hardware (e.g., controllers, OSDP card readers) does your company typically install and integrate? 5. Can your company support a two-phase contract structure where Phase 1 is a Firm-Fixed-Price site assessment/design deliverable, and Phase 2 is executed via established unit pricing (per door/controller/reader/cable run) established at contract award? 6. Please describe your capability to perform on-site physical surveys and deployment across all three geographically dispersed regions (DC, NY, CA). Does your company maintain regional offices or certified technician networks near these locations? 7. How does your company handle high-security door hardware integration (e.g., heavy-duty electric strikes, magnetic locks, pneumatic sally port gates, request-to-exit devices, and intercom/duress systems) in law enforcement or holding environments? 8. What is your standard timeline for completing Phase 1 (site surveys and 100% design submittal) for three distinct multi-building locations upon receipt of Notice to Proceed (NTP)? 9. What is your typical turnaround time / installation lead time per facility once Phase 2 (procurement and physical work) is authorized and hardware is delivered? 10. Are your PACS hardware, design, and installation labor services available directly on your GSA MAS contract (e.g., under SINs 336320, 33411, or ANCILLARY), or via a GSA Contractor Team Arrangement (CTA)? 11. What standard commercial warranty is provided on both system hardware components and installation labor/craftsmanship? 12.
