Modern Radar Systems Organic Capability Development Solution The Army Contracting Command Redstone Arsenal (ACC-RSA), on behalf of the Tobyhanna Army Depot (TYAD), is seeking innovative solutions consisting of a comprehensive suite of equipment and infrastructure to perform all aspects of modern radar testing, calibration, repair, and overhaul. Tobyhanna Army Depot (TYAD) serves as a critical maintenance and modernization facility for multiple advanced radar systems across the armed forces. To support the requirements for a family of modern radar systems that share a high degree of structural and technical commonality, TYAD must proactively establish a comprehensive, state-of-the-art organic testing, calibration, repair, and overhaul capability. Establishing this capability within the Organic Industrial Base (OIB) is vital for performing depot-level sustainment, reducing logistical bottlenecks, decreasing reliance on Original Equipment Manufacturers (OEMs), and ensuring the long-term readiness, future adaptability, and peak performance of modernized and emerging radar systems. TYAD requires modernized equipment and infrastructure to support depot-level repair, overhaul, calibration, and testing for advanced radar systems. Currently, a critical capability gap exists in the specialized infrastructure needed to test high-density Line Replaceable Units (LRUs), execute precise measurements using integrated near-field ranges and specialized anechoic test chambers, and calibrate modern radar arrays on our far-field radar campus. This requirement is unique because the capability must support four (4) distinct modern radar platformsthe AN/MPQ-64A4, AN/TPY-4, AN/TPQ-53, and Advanced Range Threat Simulator - Variant 3 (ARTS-V3)which share key technical parameters but require system-specific test execution and mechanical integration. Furthermore, to maximize the Governments return on investment, this new depot capability must be designed with the modularity and scalability required to support future and emerging radar platforms with minimal hardware or infrastructure reconfiguration. A turn-key, flexible, and fully integrated suite of specialized test equipment, measurement chambers, and far-field range infrastructure is required to bridge this capability gap, allowing depot technicians and engineers to perform comprehensive system-level diagnostics in a controlled, safe, and optimized environment. The objective of this Call for Solution is to identify a "turn-key" solution consisting of a comprehensive suite of equipment and infrastructure to perform all aspects of modern radar testing, calibration, repair, and overhaul. Any vendor proposing against this Call for Solutions will be expected to execute all aspects of the effort, including project management, site planning, procurement, logistics, installation, validation, testing, and hands-on training. To allow for maximum procurement flexibility, scalability, and modular implementation, the technical requirements are broken down by individual radar platform (AN/MPQ-64A4, AN/TPY-4, AN/TPQ-53, and ARTS-V3) within each major capability element. Offerors may propose solutions addressing the entire program or specify which platforms/elements their solution covers. The Call for Solutions document (.pdf) outlining the full problem statement, required solution attributes, submission requirements, and evaluation phases/criteria, can be found in the Attachments section below. The deadline to submit questions for Phase 1 is 24 July 2026, 1000 ET. The following shall be used in the email subject line: Call for Solutions - PANRSA-26-P-0000 039852 The Army Advanced Manufacturing (AdvM) Commercial Solutions Opening (CSO) that this Call for Solutions is associated with can be found at: https://sam.gov/workspace/contract/opp/875fd22eed4346a69b283ff4bbb4f5ea/view Please review the Army AdvM CSO posting, in addition to the attachment to this call, for further information on how the AOS is structured.
