The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft statement of work below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The Department of Veterans Affairs, Battle Creek, IN., Health Care System located at 5500 Armstrong Road, Battle Creek, MI 49037, intends to award a contract for the testing and inspection on all fire extinguishers, in accordance with the Statement of Work (SOW). STATEMENT OF WORK SOW Title: Battle Creek Fire Extinguisher Testing and Inspection Services FY26 Background: The Battle Creek VA Medical Center is required to complete testing and inspection on all fire extinguishers as established by the National Fire Protection Association (NFPA) Codes and Standards NFPA 10 Standard for Portable Fire Extinguishers. Scope: The Veterans Affairs, Network Contracting Office (NCO) 10, requires a contract to complete testing and inspection on all fire extinguishers at the Battle Creek VA Medical Center, located at 5500 Armstrong Rd, Battle Creek, MI, in accordance with NFPA 10. Services shall be in accordance with the terms, conditions, provisions and schedule of the contract. Specific Tasks The contractor shall provide an NFPA 10 certified technician to perform this work. Contractor shall provide all supervision, labor, tools, parts, and materials to perform all-inclusive six (6) year inspection, and hydro/testing for fire extinguishers at the Battle Creek VA Medical Center. In accordance with NFPA 10 and any other applicable regulations the contractor shall provide testing of the following equipment: 10lb. ABC Hydrotesting on a quantity of 36 fire extinguishers. 10lb. ABC 6-year testing on a quantity of 32 fire extinguishers. 20lb. ABC Hydrotesting on a quantity of 3 fire extinguishers. The contractor shall perform recharging and hydrostatic testing on the equipment and in quantities specified herein. If it is discovered that additional fire extinguishers require charging, hydrostatic testing or other servicing, the contractor shall immediately notify the COR and if approved the Contracting Officer will issue a modification to perform the work. The Contractor shall not perform additional work until the modification is executed. The contractor shall furnish and install annual inspection tags for the fire extinguishers. The contractor shall perform all testing/inspections on site at the Battle Creek VA Medical Center. General Requirements The Contracting Officer s Representative (COR) shall provide the contractor with a printout of all fire extinguishers and locations. The Contractor shall schedule this work with the COR at least five (5) calendar days in advance. The Contractor shall schedule initial work to begin no later than 30 calendar days after award and once work is initiated, work shall be completed within 14 calendar days. All on-site work shall be coordinated with the COR. The contractor shall respond to routine communications within 24 hours on business days and 48 hours on holidays/weekends. Normal business hours are 7:00 a.m. to 4:00 p.m., Monday through Friday excluding the following federal holidays: New Year's Day, Birthday of Martin Luther King, Jr, Washington s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day specifically declared by the President of the United States to be a national holiday. Deliverables The contractor shall document all testing and inspection activities through a web-based service called Building Reports. Contractor will inform COR when testing and inspection documentation is complete. Security Requirements: Contractors will not have access to VA Sensitive Information, patient records, or data. All Contractor personnel are required to wear identification (ID) badges during the entire period during which they are on VA grounds. ID badges must show an identification picture, name of the individual, and the represented company. Performance: The Government reserves the right to document performance. Any report created in relation to this requirement will become a part of the supporting documentation for any contractual action. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): The Battle Creek VA Medical Center will not furnish parts and/or test equipment for the performance of this contract. It is the responsibility of the contractor to bring the appropriate equipment; and/or supplies necessary to complete the work as required in this contract.
