SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY � This notice does not constitute a solicitation announcement or restrict the Government to an acquisition approach. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this notice will be used by the Government to make appropriate acquisition decisions. No award will be made from this notice. This announcement is to gain knowledge of potential qualified small and large business sources for a Master Ship Repair Agreement (MSRA) supporting inland navigation vessels. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. PROJECT DESCRIPTION: The US Army Corps of Engineers requires ship repair and dry-docking capabilities to support its fleet of inland navigation vessels operating within the inland waterway system. PROJECT SCOPE OF WORK: The scope of this Master Ship Repair Agreement (MSRA) encompasses routine, emergency, and scheduled overhaul repair services utilizing a dry dock for inland navigation vessels, including but not limited to towboats, barge-mounted cranes, and deck barges. Work requirements include vessel dry-docking, steel hull plating inspection and replacement, surface preparation (sandblasting) and marine painting, overhaul of propulsion systems (shafts, propellers, rudders, and bearings), marine electrical systems troubleshooting and repair, and compliance with all applicable United States Coast Guard (USCG) and American Bureau of Shipping (ABS) inspections and standards. Both small AND large businesses will be considered for this SOURCES SOUGHT. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 336611 (Ship Building and Repairing), which has a size standard of 1,250 employees. The following requests are designed to apprise the US Army Corps of Engineers, Huntington District, of any prospective business�s capabilities. Please provide your response to the following. The submission is limited to 20 total pages (20 one-sided, or 10 double-sided pages). 1) Offeror's name, address(es), point of contact, phone number, and e-mail address. 2) Offeror's capability to perform a contract: (a) Qualifications and Technical Competence: Describe your firm's specialized experience with respect to: Knowledge of and compliance with United States Coast Guard (USCG) regulations for towing vessels. Ability to maintain standards required by the American Bureau of Shipping (ABS) for steel vessel repair and fabrication. Compliance with OSHA Maritime safety standards (29 CFR 1915) for shipyard employment. Certification and retention of marine welders certified to AWS D1.1 and/or ABS equivalent standards for marine structural welding. (b) Equipment/Facilities: Describe the listed equipment and facilities below that your firm currently owns or has the ability to utilize that is required to successfully complete dry dock and repair operations for inland vessels. A certified dry dock or marine railway capable of lifting and safely supporting vessels up to 1,500 tons. Pier-side crane services with sufficient heavy lift capacity to remove and replace propulsion equipment and deck machinery. Environmental containment systems and procedures for safe abrasive blasting and marine coating applications over or near navigable waters. Marine-grade welding, machining, and fabrication equipment on-site. (c) Capacity: Describe your firm's capacity to perform the project, handle emergency repair dispatch, and accomplish the anticipated work in an efficient manner within the shipyard's current operational bandwidth. The Government is seeking short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified herein. Commercial brochures or existing marketing materials may be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This posting is for information and planning purposes only and shall not be construed as a commitment by the Government nor will the Government pay for information solicited. After completing its analysis, the Government will determine whether to limit competition. Firms are strongly encouraged to make known their interest and experience in this type of work.
