AMENDMENT 0001 BACKGROUND The U.S. Department of Transportation (USDOT) Federal Highway Administration's (FHWA) mission is dedicated to enhancing a world-class highway system that promotes safety, mobility, and economic growth while improving the quality of life of all Americans. Within FHWA, Federal Lands Highways (FLH) is enabled and entrusted to administer a variety of programs and funding to facilitate transportation improvements for our many Federal Land Management Agency (FLMA) Partners. These Partners include the National Park Service (NPS), USDA Forest Service (FS), U.S. Fish and Wildlife Service (USFWS), Bureau of Indian Affairs (BIA) and Tribal Governments, Bureau of Land Management (BLM), Department of Defense (DOD), U.S. Army Corps of Engineers (USACE), and the Bureau of Reclamation (BOR). WHAT DOES FLH DO? Since the early 1900s, FLH has assisted its FLMA Partners in designing and constructing aesthetically pleasing and environmentally sensitive highway and bridge projects. This includes the original planning, design, and construction of numerous roads and bridges within our National Parks and National Forests. FLH delivers successful projects through strong project management, from inception to completion, fostering continuous coordination with our Partners to facilitate delivery. To ensure successful delivery, FLH applies innovative and diverse solutions tailored to each project's unique challenges. Context sensitivity, a design philosophy ingrained in our culture, is critical to meeting the unique missions, values, and needs of our Partners and the public. FLH collaborates closely with its Partners to build roads and bridges that meet the transportation community's standards while balancing, respecting, and protecting the resources in which they are located. FLH�S VISION A safe, reliable, equitable, and resilient transportation system for all those accessing Federal and Tribal Lands. FLH�S MISSION We deliver innovative and context-sensitive transportation solutions in alignment with our partners� missions and values. Within FLH, Eastern Federal Lands Highway Division (EFLHD) serves the transportation engineering needs of FLMAs in 31 eastern states including the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. EFLHD actively administers the survey, design, and construction of FLMAs roads and bridges. In addition, EFLHD provides traffic monitoring services, the road inventory program, asset management, pavement management systems, and bridge inspection services throughout the United States and territories. INVITATION/NOTICE EFLHD cordially invites interested companies to virtually present innovative transportation products, solutions, techniques, tools, or processes in the following areas: � Highway Design � Project Management � Construction � Engineering Support � Geotechnical � Pavements � Hydraulics � Safety and Traffic � Survey and Mapping � Utilities � Materials � Bridge: Design, Inspection or Management � Road Inventory � Planning � Environmental Compliance DATE: THURSDAY, FEBRUARY 12TH, 2026 TIME: 10:00 AM � 5:00 PM PLATFORM: MICROSOFT TEAMS HOW TO APPLY To apply via email, please submit a maximum of three (3) pages describing the company; the innovative transportation product, solution, technique, tool, or process; and how it will benefit EFLHD�s projects by Friday, January 23rd, 2026, by 5:00 PM EDT to EFLIndustryDay@dot.gov with the subject �Application for the EFLHD Innovation Day� attention to Lourdes Boulware. Applications will be reviewed and selected by a panel. Selectees will be notified by Friday, January 30th, 2026. IMPORTANT DETAILS ABOUT THE EVENT Presenters will have 30 minutes for the presentation and 15 minutes for questions and/or discussion. We have other presenters on the same day. To be respectful of everyone�s time, please make sure to log in 10 minutes prior to your assigned time and ensure you do not extend more than 45 minutes. An agenda with more details will be provided. Selectees are expected to send a copy of the presentation in a PDF format by Thursday, February 5th, 2026, to EFLIndustryDay@dot.gov for approval with the subject �Presentation for the EFLHD Innovation Day� and be available for a dry run before the event. Your audience will be EFLHD staff (subject matter experts in the areas mentioned in the invitation/notice section above) willing to learn new innovative ways to complete projects faster and more efficiently, increasing quality, and/or saving money. Presenters cannot attend other company�s presentations. Questions about the event can be sent to the attention of Lourdes Boulware at EFLIndustryDay@dot.gov with the subject �Questions about the EFLHD Innovation Day.�
