Attachments updated. --------------------------------------------------------------- Solicitation Number: 191BWC26R0011 Notice Type: Solicitation Synopsis: This is a solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation is issued separately. Description: The United States section of the International Boundary and Water Commission (USIBWC), Las Cruces Facility (LCF), located at 504 S. Miranda Street, Las Cruces, NM 88005, requires the disposal of stockpiled sediment material along the banks of the Rio Grande channel and within the USIBWC�s Rio Grande Canalization Project (RGCP), as described in the PWS. Refer to the attached PWS for description of the requirement to include but NOT limited to; experience, licenses, insurance, equipment, personnel, and management. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 March 13, 2026. The solicitation number is 191BWC26R0011 and this solicitation is issued as a request for proposal (RFP). This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 562119 Other Waste Collection, with a corresponding small business standard of $47M, additionally to be considered small for purposes of Government procurement, a firm must perform at least 51 percent of the volume removed with its own equipment or equipment owned by another small dredging concern. Only offers from small businesses will be considered for this solicitation. Offers are due for this solicitation by 3:00 PM Mountain on 31 August 2026. Offers shall be emailed to seone.jones@ibwc.gov.?FAXED OFFERS WILL NOT BE ACCEPTED. Please include your Unique Entity Identifier (UEI) number with your offer. Please reference the solicitation number of 191BWC26R0011 in the subject. A site visit is scheduled for August 14, 2026, at 9AM, Our Lady of All Nations, 1973 Rincon Rd., Rincon, NM 87940.. Only questions submitted by email to seone.jones@ibwc.gov will be considered. Questions received from Offerors after 3:00 pm Mountain on 21 August 2026 will not be responded to. For information regarding this RFP contact Seone M. Jones at seone.jones@ibwc.gov. The clause at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on Technical Approach, Valid Experience, and Past Performance. Offeror shall provide: Technical Approach - Provide a two (2) to three (3) page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action and key team members. Valid Experience � Answer questions �Yes� on IBWC Form 245 and provide backup Information to substantiate on IBWC Form 245B. Performance and Payment bonds will be required and shall be 100 percent of the original contract price. Past Performance - Provide three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. A copy of the solicitation 191BWC19R0011 Standard Form 1449, complete box 17a, 30a, 30b and 30c; complete pricing for line items 001 through 0121 unit price and total cost for each line item, provide the total cost proposed. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website. https://www.sam.gov/SAM/ The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for proposal. Attachments: SF1449, IBWC Form 245, IBWC Form 245B, PWS, Statement of Equipment, Wage Determination, and Line Item Pricing Table.
