Nellis AFB Building 262 Hangar Addition / Alteration -? 100% Small Business Set-Aside

Solicitation Notice: This is a One-Phase Design Build construction contract to repair an existing 1950s hangar at Nellis AFB for a new F-35 Air Maintenance Squadron. The work includes repairs to the hangar bay, administrative space modifications, structural upgrades, and a 4,062 GSF addition for support offices and related spaces. The solicitation will be prepared in accordance with FAR 15, and include evaluation factors, developed in accordance with FAR 15.304. This is a competitive Request for Proposal (RFP), utilizing Best Value Trade-Off procedures, resulting in a firm fixed price contract. This is a 100% Small Business Set-Aside. The period of performance (POP) is seven hundred and twenty (720) calendar days after receipt of Notice to Proceed (NTP). In accordance with DFARS 236.204, the estimated magnitude for this project is between $25,000,000 and $100,000,000.The North American Industrial Classification System (NAICS) code for this procurement is 236220 - Commercial and Institutional Building Construction, with a size standard of $45,000,000.00. The Product Service Code (PSC) is Z2BZ - Repair or Alteration of Other Airfield Structures. In accordance with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, small business prime contractors will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractors 85 percent subcontract amount that cannot be exceeded.
