DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold Acquisition Plan Action ID: 36C250-26-AP-4637 Contracting Activity: Department of Veterans Affairs, VISN 10, VA Ambulatory Care Center, 420 N. James Road, Columbus, OH 43219 using 2237# 757-26-3-257-0261. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Script Pro Work Management system is an electronic system designed to enhance the full pharmacy workflow from prescription order entry to dispensing, while integrating with electronic health records (EHR)It supports both robotically filled prescriptions and manual fills, with barcode tracking, GS1 2D datamatrix labels, and automated drug utilization review (DUR) to ensure safety. The upgraded system will improve patient safety with new functionality, as well as improve pharmacist efficiency with new software capabilities. Conversion kit includes updated operating system, camera installation and image storage from the robotic cabinets, and filling station hardware refreshes. The acquisition also includes a year of support. Dispensing systems are ubiquitous across healthcare facilities. While there are several product lines available on the market, each system contains proprietary technology. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VA Central Ohio Healthcare System currently operates the ScriptPro work management system robotic filling cabinets. ScriptPro equipment and software are proprietary and must be brand-specific to be compatible with the existing system and provide the desired benefits. The market research team concludes that only the identified equipment is sufficient to meet the agency s requirements, including regulatory and patient safety initiatives. Description of market research conducted and results or statement why it was not conducted: The market research team concludes that only the identified equipment is sufficient to meet the agency s requirements, including regulatory and patient safety initiatives. From research and vendor discussion Central Ohio VA Health Care System Pharmacy is unaware of any third party or resellers that offer ScriptPro equipment and service contracts. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. ____________________________ ________________________ Gina P.
