CONTRACT INFORMATION: No additional information shall be provided, and no solicitation will be issued. Interested firms shall respond by submitting a SF 330 listing their qualifications in accordance with the instructions below. This Indefinite Delivery Multiple Award Task Order Contract (MATOC) for Survey, Mapping, and Related Services is being procured in accordance with the Selection of Architects and Engineers as implemented in FAR 36 and the supplements thereto. Firm(s) will be selected for negotiation based on demonstrated competence and qualifications for the required work. North American Industrial Classification System (NAICS) Code is 541370, Survey and Mapping (except Geophysical) Services, which has a size standard of $19,000,000 in average annual receipts. This announcement is open to all firms regardless of size. This synopsis is issued as unrestricted. A Target of three (3) firm-fixed price indefinite delivery contracts with a shared capacity of $9.5 Million with an ordering period of five (5) years. The anticipated size of task orders for this contract is expected to range between $10K and $300K. Responding firms are advised that this contract may be revised or canceled at any time during this synopsis, selection, evaluation, negotiation, and final award. In addition, no projects are yet authorized. This synopsis does not guarantee work or compensation. A Minimum Guarantee amount of $2.5K will apply to each contract. Awards are anticipated for the first or second quarter of FY27. Virtual interviews will be held with the most highly qualified firms. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for an approved subcontracting plan for that part of the work it intends to subcontract. The extent of small business participation goals for this contract are based on the total anticipated contract capacity and are as follows: 10% for total small business participation, with 5% to small, disadvantaged businesses, 3% to HUBZone small businesses, 2% to woman-owned small businesses, 2% to veteran-owned small businesses and 1% to service disabled veteran-owned small businesses. The subcontracting plan is not required with this submittal but will be required with the fee proposal of any large business firm selected for negotiations. Firms are also required to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS). The NIST score is a MANDATORY responsibility item. Those without a NIST score in SPRS will be deemed NON-RESPONSIBLE and will not be eligible for award. The government will only transmit contract documents to contractors that have the Cybersecurity Maturity Model Certification (CMMC) level required in DFARS 252.204-7021. The CMMC level required by this solicitation is: CMMC Level 2 (Self) (prior to 10 NOV 2026). This CMMC level is required prior to receiving an award for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. The USACE Alaska District currently has contracts in place for like services. The allocation of requirements to each of these contracts will be based on the assessment of best value for the Government, and may include an assessment by the Government of any or all the following factors: a) Specific and unique capabilities; b) Apparent capacity of the contractor to perform the anticipated type of work; c) Past performance on earlier orders under contract, including quality, timeliness and cost control; d) Ability to accomplish the order in the required time, and meet required delivery schedules; e) Experience and/or ongoing work (locality and/or type); f) Understanding of local factors and geography; g) Available personnel; i) Potential for on-going work from the task order; k) Potential variability of work; m) Ease of negotiation completion; and, n) Remaining contract capacity. In accordance with applicable provisions of the Selection of Architects and Engineers, the Competition in Contracting Act, the Federal Acquisition Streamlining Act, and FAR Part 16.5, USACE Alaska District will select firms for task order negotiation using the procedures set forth in FAR Part 36.6, DFARS 236.6, and DFARS PGI 236.6. In addition, in accordance with FAR 36.6 and the USACE Engineering Pamphlet (EP) 715-1-7, orders placed under any resultant contract(s) will be issued based upon contractor qualifications utilizing the Task Order Requirement Notice (TORN) process to allow fair opportunity for all MATOC holders. The Contracting Officer will issue a TORN to all firms in the pool. A simplified TORN will be used when the selection board has sufficient information in the existing SF 330s to determine the most highly qualified firm to perform the task order requirement and supplemental information is not needed. A request for supplemental information may be used when the available information within the existing SF 330s is insufficient to determine the most highly qualified A-E firm to perform the task order requirement. SF330 Part I and Part II updates will be requested annually on the award anniversary date. 2. PROJECT INFORMATION: The A-E firm(s) would be required to have sufficient staff, flexibility, and capability to be available on an as-needed basis. Typical types of services to be provided may include topographic, hydrographic, tidal determinations (gaging), aerial mapping (LiDAR), GPS control, boundary establishment, 3D digital mapping, office computations and other specialized surveys for use in developing �Plans and Specifications�. The A-E will furnish required personnel, management, facilities, supplies, equipment, instruments, and transportation as necessary to accomplish the required services and furnish to the Government reports and other data together with supporting material developed during the period of service. 3. SELECTION CRITERIA: The following items (A through G) are the primary selection criteria: (A) Professional Qualifications: Professional personnel in the following disciplines: 2 surveyors licensed by the State of Alaska with a crew of 3 party chiefs and 6 staff surveyors, a photogrammetric specialist, a GIS Professional and a hydrographic surveyor with at least 5 years of experience surveying in navigable channels. Responding firms MUST address each discipline and clearly indicate which shall be subcontracted. (B) Specialized Experience: Specialized experience and technical competence: (1) minimum of 3 years of experience in the use of Autodesk Civil 3D software; (2) minimum of 3 years of experience in Global Navigation Satellite System surveys (GNSS); (3) minimum of 3 years of experience performing topographic surveys; (4) minimum of 3 years of experience performing cadastral surveys; and, (5) a minimum of 3 years conducting precise surveys. (C) Quality Management: A description of quality management processes that will be used for this contract to ensure that quality products are provided to the government. The description should address the quality control processes that will be used by the contractor, and how those processes will complement and support the government�s quality assurance role. This description must explain the organizational structure of the proposed team to support this contract and detail responsibilities and authorities of key personnel in relationship to the overall organization of the firm. If disciplines are not available in-house, the prime A-E firm must demonstrate the ability to manage subcontractors in other disciplines. The description must address the integration of products of the entire team that is proposed. (NOTE: A fully detailed quality management plan will be required at the time of a Request For Price Proposal, as given to most highly qualified selected A-E firm(s)). (D) Capacity: Capacity to maintain schedules and accomplish required work on six (6) task orders simultaneously. (E) Knowledge of the locality. (F) Past Performance: The firm�s past performance on DOD and private sector contracts with respect to cost control, quality of work, and compliance with schedules. The following items G through I are secondary �tie-breaker� criteria. (G) Small Business Participation: Extent of participation of small businesses (SB), small disadvantaged business (SDB) concerns, women-owned small business (WOSB) concerns, HUBZone small business concerns, Veteran Owned small Business (VOSB) and Service-Disabled Veteran-Owned small business (SDVOSB) concerns in the proposed contract team will be measured as a percentage of total contract value at 20% SB, 5% SDB, 3% HUBZone SB, 3% WOSB, 2% VOSB, and 1% SDVOSB, regardless of whether the SB, SDB, WOSB, HUBZone SB, VOSB, or SDVOSB is a prime contractor, subcontractor, or joint venture partner. The greater the extent of small business participation the greater the consideration. In Section H, Part I, SF330, provide a description of the prime and any subcontractor(s) affiliation as a small business. The extent of small business participation established dollars in Section H of the SF330 are to be identified and match those dollars for SB, SDB, HUBZone SB, WOSB, VOSB and SDVOSB in the Small Business Subcontracting Plan (as required to be submitted by other than small businesses in their fee proposal if selected for negotiations). Other than Small Businesses may achieve their proposed Small Business participation commitments through subcontracting to Small Businesses. Small Businesses may achieve their proposed extent of Small Business participation through their own performance/participation as a prime or through a joint venture, teaming arrangement and/or subcontracting to other Small Businesses. (H) Geographic Proximity: Location of the firm in general geographical area of the projects and availability of A-E staff to meet frequently with U.S. Army Corp of Engineers personnel in the Alaska District Headquarters office at JBER and construction resident and area offices in Anchorage. (I) Volume of DOD Contract Awards: Volume of DoD contract awards in the last 12 months. 4. SF 330, Part I, ADDITIONAL INSTRUCTIONS: Firms submitting their qualifications should provide a copy of the SF 330, and must include the following additional information as indicated: a) Part I, block C (11): include if previously worked with subcontractor and estimated percentage involvement for each team member; b) Part I, block F (24): include separate values for professional fee for each project identified; and c) Part I, block H (30): address how your team meets each selection criterion. Include an organization chart of the key personnel to be assigned to the project. The latest edition of SF 330 MUST be used and may be obtained from the Government Printing Office (GPO) at: https://www.gsa.gov/forms-library. Part I of SF 330 shall be submitted with this response. A contract-specific Design Quality Management Plan (DQMP), including both Quality Control (QC) and Quality Assurance (QA) procedures, is not required at this time and should not be included with the SF 330 submission. The DQMP will be required for Government review and approval at the Request for Price Proposal stage and will be a condition of contract award. 6. SF 330 PART II, ADDITIONAL INSTRUCTIONS: It is preferred that Part II of SF 330 be submitted with Part I. However, Part II will be considered submitted if a current version (updated within the 36-month period prior to the date for receipt of submissions) of the Part II information has been uploaded to the www.SAM.gov website 7.
