The Department of Homeland Security (DHS) Office of Health Security Virtual Industry Day for Occupational/Employee Health Electronic Health Record and Medical Information System. Purpose The DHS Office of Health Security (OHS) will host a virtual Industry Day to engage industry about its capabilities in the area of Occupational/Employee Health Electronic Health Records and related Management Information Systems (Occ Health EHR/MIS). The goals of this event are to: Inform industry of DHS-wide occupational and employee health EHR/MIS requirements, needs and objectives; Understand current commercial capabilities and deployment approaches; and Obtain feedback that may inform future acquisition planning and strategy. NOTE: Participants are encouraged to review the Request for Information posted at SAM.gov prior to the event. Event Format and Dates This will be a?fully virtual, two-day?event held May 26 - May 27, 2026. Day 1 � Government Presentations (Plenary Meeting) May 26, 2026 9:00-11:00 AM ET Day 1 will consist of DHS-led briefings, including: Overview of OHS mission and DHS occupational health context; Overview of the DHS Medical Information Exchange, which is the over-arching electronic health record program for DHS spanning multiple mission domains. Presentation of the draft Occ Health EHR/MIS vision, draft SOO, and key requirement areas; Perspectives from OHS leadership (including the Chief Medical Officer, if available), the OHS Total Workforce Protection Directorate (TWPD) division, the Health Information Systems and Decision Support (HISDS) Unit, and DHS OCIO as appropriate; High-level requirements deep dive (privacy/governance, surveillance, case management, reporting/analytics, interoperability, implementation); and Structured Q&A with OHS and DHS stakeholders. All interested vendors may attend Day 1, subject to registration and platform capacity. Day 2 � One-on-One Market Research Meetings Demonstration Sessions (By Invitation Only) May 27, 2026 9:30 AM - 3:30 PM ET Day 2 will consist of a limited number of?60-minute, virtual one-on-one sessions?with selected vendors. If your organization is interested in participating in one-on-one market research meetings with DHS, please access the One-on-One Market Research Meeting Request link in the ATTACHMENTS/LINKS section herein. Please note that, due to time and resource constraints, DHS will exercise discretion in selecting vendors for these individual meetings. All meetings will be conducted in a manner that ensures full compliance with applicable Federal Acquisition Regulation (FAR) requirements. Participation in these meetings will not provide any vendor with an unfair advantage. Each meeting will include: A live demonstration of the vendor�s Occ Health EHR/MIS solution, focused on the key requirement areas above; and Time for questions and discussion with DHS participants, anticipated to include OHS, DHS OCIO, and Component clinical/occupational health leadership. Intended Participants Industry: Vendors offering occupational/employee health EHR/MIS platforms or modules; vendors with complementary capabilities in interoperability, identity/SSO, analytics, or occupational data management; and system integrators with relevant experience. Government: OHS leadership and technical staff, including Total Workforce Protection Directorate (TWPD) and Health Information Systems and Decision Support (HISDS); DHS Office of the Chief Information Officer; Component occupational health, safety, and medical representatives; and DHS acquisition personnel. Background on OHS and the Requirement OHS is the principal medical, workforce health and safety, and public health authority for DHS. OHS leads and coordinates health security activities across DHS Components, including: Workforce health protection and occupational medicine; Medical readiness for law enforcement and other safety sensitive roles; Healthcare oversight for individuals in DHS custody; and Support to national preparedness and response missions. To support these missions, OHS, in coordination with DHS Components and the Office of the Chief Information Officer (OCIO), is assessing options for a commercial Occ Health EHR/MIS that can: Serve as the authoritative occupational health record and repository for DHS civilian personnel (~200,000 employees); Support both direct care clinics and Components that primarily review exams performed by external providers; Combine encounter based clinical documentation with robust medical surveillance, longitudinal case management, and exposure informed decision support; Operate securely across a multi-Component, high risk, and geographically dispersed workforce. Key Focus Areas OHS is particularly interested in commercial solutions that address the following areas, consistent with the draft Statement of Objectives. 1. Solution Architecture and Data Model Commercial, configurable Occ Health EHR/MIS platform (not custombuilt) deployable in a DHS cloud environment. Integrated architecture that includes: A core clinical/occupational EHR layer (encounters, documentation, orders, results); An occupational/exposure data layer (longitudinal record of jobs, locations, exposures, surveillance participation, incidents, and controls); and A CRM style case management layer (outreach, recalls, follow-up, and tracking of decisions for exposed or high risk employees). Component specific configuration with a common enterprise data model. 2. Occupational Privacy, Data Governance, and Access Control Separation of occupational/employee health vs. general treatment records. Role based access controls and �minimum necessary� views for occupational health, HR, supervisors, and safety staff. Segregation of mental/behavioral health and EAP related occupational data. Support for applicable federal and state requirements (e.g., OSHA, HIPAA, ADA, GINA, Privacy Act) and long term retention of occupational records. 3. Medical Surveillance, Longitudinal Review, and Readiness Configurable surveillance panels tied to job/role/exposure (e.g., respiratory protection, hearing conservation, TB, bloodborne pathogens, lead). Automatic enrollment, recalls, reminders, and longitudinal tracking of surveillance participation and outcomes. Longitudinal review tools (e.g., trends over multiple annual exams, labs, imaging) and support for documenting and tracking clinical �overrides� of automated thresholds. Medical readiness dashboards and reporting at individual, unit, Component, and enterprise levels. 4. Injury/Illness, Exposures, and Case Management End-to-end workflows from incident/exposure capture through clinical management, clearance decisions, work status, and return to work (RTW). OSHA 300/300A/301 forms and related reporting; support for FECA documentation. Structured RTW and light duty workflows, including privacy appropriate notifications to HR and supervisors. Case management tools for complex fitness for duty and exposure related determinations. 5. Reporting, Analytics, and Decision Support Real time dashboards for leadership, occupational health programs, and safety. Self service reporting and export capabilities for audits, oversight, and program evaluation. Support for deidentified and limited datasets for analytics and research where appropriate. Ability to export data to DHS enterprise analytics platforms. 6. Interoperability and Integration Standards based interfaces (e.g., HL7 FHIR R4, HL7 v2.x, USCDI, APIs) to laboratories, immunization registries (where applicable), and other health information systems. Integration with DHS and Component HR/personnel systems and enterprise identity/access management (e.g., PIV based SSO). Device and ancillary system integration (e.g., audiometers, spirometers, point-of-care test devices). 7. Implementation, Configuration, and Operations Experience deploying at scale in complex, multisite organizations. Configuration first approaches (templates, workflows, surveillance panels, RBAC) vs. heavy customization. Implementation timelines, training, and change management support. Operations and maintenance support, including security, performance, and ongoing updates.
